DOLLARS OF ASSESSED VALUE.

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, C. J. Johnson, Chairman of the
Board of County CommissiO er-S of said County, and William Gardiner,
Chief Civil Deputy of said County, now meet with Joan Ogden, County
Auditor of said County for the purpose of canvassing the votes cast in
all of the precincts comprising the Whatcom County Fire Protection
District No. 13, as shown on the Poll Books in Whatcom County, Washington.
Joan Ogden, County Auditor as aforesaid, now makes oath as follows:

I, Joan Ogden, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election returns
of Whatcom County Fire Protection District No. 13, Whatcom County, held
on the 13th day of March, 1979 have been in no wise altered by additions
or erasures, and that they are the same as when I received them, SO HELP
ME GOD.

The undersigned, being the officers designated by the law and
constituting the Canvassing Board in and for Whatcom County Fire
Protection District No. 13, Whatcom County, State of Washington, having
met for the purpose of canvassing the votes concerning the following
proposition:
PROPOSITION NO. 1
Submitted by Fire Protection District No. 13
AUTHORIZING PROPERTY TAX LEVY
Shall Whatcom County Fire Protection District
No. 13, be authorized to increase District
Property Tax limitation levies from the present
rate of .69106 per $1,000.00 to $1.00 per
$1,000.00, in accordance with Ch. 84.55 RCW and
Resolution No. 79-1 of the Board adopted
January 15, 1979, for a period of one year only.
(This shall not be construed to authorize an
excess levy and shall be subject to otherwise
applicable statutory limits.)

forth herein as follows, and as recorded in Volume 1, Elections Records.

proposition at said election held on the 13th day of March, 1979 and

FIRE PROTECTION DISTRICT NO. 13
WHATCOM COUNTY, WASHINGTON
MARCH 13, 1979
Notice is Hereby Given that on Tuesday, March 13, 1979, a special
election will be held in the above -named district for the submission
to the qualified electors of said Fire Protection District No. 13'of
the _following proposition.
PROPOSITION NO. 1
Submitted by Fire Protection District No. 13
AUTHORIZING PROPERTY TAX LEVY
Shall Whatcom County Fire Protection District No. 13,
be authorized to increase District Property Tax
limitation levies from the present rate of .69106 per
$1,000.aO tb.$1.00 per $1,000.00, in accordance with
Ch. 84.55 RCW and Resolution No. 79-1 of. the Board
adopted January 15, 1979, for a period of one year only.

RESOLUTION NO. 79-1
A resolution of the Board of Fire Commissioners of Fire Protec-
tion District No. 13, 14hatcom County, Jashington, providing for
the submission to the qualified electors of the District, at a
special election to be held therein in conjunction with the
General Election on IMarch 13, 1978, of the proposition which
would authorize lifting the 10617'o lid law for Whatcom County
Fire Protection District No. 13 for a period of one year.
WHEREAS, in the judgment of the Board of Fire Commissioners of the District,
it is essential and necessary for the protection of the public health, life
and property, to better meet the increased operational and maintenance costs
and to improve upon facilities, equipment and personnel to be able to meet
the demand for improved services.
NMI, THEREFORE, BE IT RESOLVED BY `' E BOARD OF FIRE COI-11MISSIOl-TERS OF FIRE
PROTECTION DISTRICT NO. 13, WHA^1CCM COUNTY, WASHI11KMON, AS FOLL0VS:
Section 1. For the purpose of providing funds to meet increased
maintenance and operational costs and to maintain paid personnel
to•provide manning during periods when volunteer firefighters are
not available.
Section 2. For the purpose of providing funds to improve facili-
ties and procure equipment to maintain the same level of services
X. all electors of the District.
The funds realized from lifting the 106-0 limitation shall be
used for the above stated purposes.
Section 3. The proposal, if authorized by the voters of Fire
District No. 13, will place approximately $44,704.00 (Forty-four
thousand Seven Hundred and Four Dollars), into the District's
Expense Fund and will be paid by the property owners of the
District at the rate of .30394 (thirty-eight nine four) cents
per $1,000.00 (One Thousand Dollars) of assessed valuation,
increasing the levy rate from .69106 (sixty nine one zero six)
cents per $1,000.00(One Thousand Dollars), to $1.00 (One Dollar)
per $1,000.00 (One Thousand Dollars), of assessed valuation.
Section 4. There shall be submitted to the qualified electors of
the District, for -their ratification or rejection, at a Special
election to be held in conjunction with the Regular General Elec-
tion therein on I•larch 13, 1979, the question of whether or not
the 10% _limitation currently in effect shall be lifted from the
Fire District, and the Board of Fire Commissioners hereby declares
that an emergency exists and the I•Ianager of Records and Elections
of ;-Ihatcom County, vIashington, as ex-officio County Supervisor of
Elections, is hereby requested to find that an emergency exists,
to call said Special election, as aforesaid, in the form of a
ballot title substantially as follows:
