County, Washington, we the undersigned , C. J. Johnson, Chairman of the
Board of County Commissioners of said County, and William Gardiner ,
Chief Civil Deputy of said County, now meet with Joan Ogden, County
Auditor of said County for the purpose of canvassing the votes cast in
all of the precincts comprising that part of Section 32, Township 41
North, Rance 1 East of W. M., County of Whatcom, State of Washington,
as shown on the Poll Books in Whatcom County, Washington. Joan Ogden,
County Auditor as aforesaid, now makes oath as follows:

NOTICE OF ELECTION ON ANNEXATION TO CITY OF BLAINE
NOTICE that a special election will be held on March 13,
1979, regarding the proposition to Annex to the City of Blaine,
Washington, that area whose boundaries are described in Exhibit
"A". The purpose of this election is to determine whether the
unincorporated area east of the existing city limits should be
Annexed into Blaine.
The polling place is Hayfi,.te HA11-7,--Hagni:e Pd. & Valley View Pd.
Blaine, Washington. Polls will be open
7:00 a.m. until 8:00 p.m.
All registered voters who have resided in the area pro-
posed to be annexed for a period of ninety days immediately preceeding
the election shall be allowed to vote. The wording of the ballot
proposition follows:
Shall Blaine annex territory lying between

Beginning at a point on the section line between Section 31
and 32, Township 41 North, Range 1 East, where the North line
of Hanson's Addition to Blaine intersects the section line;
thence Northerly along said section line which is the present
East City limits of Blaine to its intersection with the
Canadian border, which is the Northwest corner of Section 32;
thence Easterly along the Canadian border approximately one
mile to where it is intersected by the East boundary line of
Harvey Road, County Road No. 109; thence Southerly along said
East boundary of Harvey Road to its intersection with the
North boundary of H Street Road; thence Westerly along said

THE CITY OF BLAINE )
WHEREAS, the City of Blaine has by resolution number
733, adopted January 15, 1979, requested the County Auditor to
call and conduct an election on a proposition to annex to the
City of Blaine, certain unincorporated territory contiguous to
Blaine, more particularly described in Exhibit "A" attached to
said resolution;
AND WHEREAS, the Whatcom County Boundary Review Board
has approved said proposed annexation;
NOW THEREFORE, IT IS RESOLVED that the Whatcom County
Auditor as ex-officio County Supervisor of Elections, is authorized
and directed to call and conduct a special election on the proposed
annexation in the manner provided by law. The date for the special
election shall be March 13, 1979.

A RESOLUTION OF THE CITY or, BLAINE CITY COUNCIL RE-
QUIaS'T MTG THE CALLING OF AN ELECTION AS TO THE ANNEX-
ATION OF UNINCORPORATED TERRITORY; DESCRIBING THE
BOUNDRIES THEREOF; AND PROVIDING THE CITY WILL PAY
THE COST THEREOF
WHEREAS, it is deemed necessary and advisable by the City Coun-
cil
of the City
of Blaine, Washington,
that certain
real property outside
the
City limits
shall be incorporated
into the City;
and `
WHEREAS, the City should pay the costs of such election, and
NOW, THEREFORE, BE IT ORDAINED by the City Council of the
City of Blaine, Washington, as follows:
Section 1. It is hereby found and declared that the best interests
and general welfare of the City of Blaine will be served by the annexat-
ion of unincorporated territory contiguous to the City of Blaine consisting
of real property described as per Exhibit A; annexed hereto and by refer-
ence made a part hereof as though fully set forth at this place;
Section 2, Pursuant to the law of annexation the costs of said elect-
ion shall be paid for by the City of Blaine; and
Section 3. The Whatcom County Auditor is hereby requested to call
and conduct an election to be held on the proposition of this annexation to
be submitted to the qualified electors resident in the area to be annexed
wherein there are approximately 80 resident electors.
The City Clerk is hereby authorized and directed to deliver a cert-
ified copy of this resolution to the Whatcom County Auditor.
PASSED by the City Council of the City of Blaine, Washington, at a
regular meeting thereof held on the 15th day of January, 1979.
