RESOLUTION NO. 3-79
A RESOLUTION of the Board of Directors of
Bellingham, School District No. 501, Whatcom
County, Washington, providing for the sub-
mission to the qualified electors of the
district at a special election to be held
therein on March 13, 1979, of the proposition
of whether or not there should be levied an
excess tax of approximately $3•15 per thou-
sand dollars of assessed valuation (based on
100% of true and fair value) to provide
3,183,320 for the district's General Fund to
pay part of the general expenses of mainten-
ance and operation of the district, such levy
to be made in 1979 for collection in 1980.
WHEREAS, the money in and to be paid into the
General Fund of the Bellingham School District No. 501, Whatcom
County, Washington, during the 1979-80 and the 1980-81 school
years will be insufficient to enable the district to take care of
all of its necessary financial obligations and to properly meet
the educational needs of students attending district schools; and
WHEREAS, in order to properly provide for said finan-
cial obligations and educational needs, it is deemed necessary
that a tax of approximately $3.15 per thousand dollars of asse-
ssed valuation (based on 100% of true and fair value) to provide
$3,183,320 for the district's General Fund be levied upon all of
the taxable property within the district in excess of the maximum
annual tax levy permitted by law to be levied for the district
without a vote of the electors, such levy to be made in 1979 for
collection in 1980; and
WHEREAS, the Constitution and laws of the State of
Washington require that the question of whether or not such excess
tax may be levied must be submitted to the qualified electors of
the district for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of the Bellingham School District No. 501, Whatcom
County, Washington, as follows:
Section 1. It is hereby found and declared that the
welfare of the students and other residents of the district re-
quires the district to carry out the plans hereinafter provided.
Section 2. In order. to provide $ 3,183,320 for the
General Fund of the District, the district authorizes the County
Commissioners of Whatcom County to levy a tax of approximately

$ 3.15 per thousand dollars of assessed valuation (based on
100% of true and fair value) should be levied in 1979 for collec-
tion in 1980 upon all the taxable property within the District in
excess of the maximum annual tax levy permitted by law to be
levied for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1
hereinafter set forth, the district may use the proceeds of such
levy during the 1979-1980 and the 1980-1981 school years by in-
curring an indebtedness by the issuance of warrants against the
General Fund of the District, and may expend the proceeds of said
levy to pay such part of the general expenses of -maintenance and
operations of the District as may be authorized or allowed by law
for the use of excess levy funds.
Section 3. It is hereby found and declared that an
emergency exists requiring the submission to the qualified elec-
tors of the district of the proposition of whether or not such
excess tax should be levied for their ratification or rejection
at a special election to be held therein on March 13, 1979.
The Whatcom County Auditor as ex officio supervisor
of elections in Whatcom County is hereby requested to also find
the existence of such emergency and to call and conduct said
special election to be held within the district on said date and
to submit to the qualified electors of the district the proposi-
tion hereinafter set forth.
The Secretary of the Board of Directors is hereby
authorized and directed to certify said proposition in the fol-
lowing form:

The polls for such special election shall be open from
7:00 o'clock a.m. to 8:00 o'clock p.m.
The Secretary of the Board of Directors is hereby autho-
rized and directed to deliver a certified copy of this resolution
to the Whatcom County Auditor.
ADOPTED by the Board of Directors of the Bellingham
School District No. 501, Whatcom County, Washington, at a regular
meeting thereof, held January 25, 1979, the following directors
being present and voting in favor of said resolution.
