Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, C. J. Johnson, Chairman of the
Board of County Commissioners of said County, and David S. Mc Eachran,
Prosecuting Attorney of said County, now meet with Joan Ogden, County
Auditor of said County, at the County seat of said County on the 14th
day of February, 1979, for the purpose of canvassing the votes cast in
all of the precincts comprising the Concrete School District No. 11, as
shown on the poll books in Whatcom County, Washington. Joan Ogden, County
Auditor as aforesaid, now makes oath as follows:

stituting the Canvassing Board in and for Concrete School District No. 11,
Whatcom County, having met for the purpose of canvassing the votes
concerning the following proposition:

TAX LEVY FOR EDUCATIONAL PROGRAM MAINTENANCE AND OPERATION LEVY
Shall the Concrete School District No. 11 of Whatcom County levy
a general tax upon the taxable property within the school district
in excess of constitutional and statutory limitations in the sum
of $222,707, an estimated $2.58 per one -thousand dollars of assessed
valuation? Such assessed valuation is true and fair value unless
specifically provided otherwise by law. Such levy to be made in
1979 for collection in 1980, the proceeds thereof to be credited to
the General Fund of School District No. 11 to permit the district
to pay expenses of maintenance and operation as more specifically
provided in Resolution No. 14, adopted by the Board of Directors
on the 28th day of November, 1978.

PROPOSITION NO. 1
TAX LEVY FOR EDUCATIONAL PROGRAM MAINTENANCE AND OPERATION LEVY
Shall the Concrete School District No. 11 of Skagit County
levy a general tax upon the taxable property within the school
district in excess of constitutional and statutory limitations
in the sum of $222,707, an estimated $2.58 per one -thousand
dollars of assessed valuation. Such assessed valuation is true
and fair value unless specifically provided otherwise by law.

RESOLUTION NO. 14
A resolution of the Board of Directors of
Concrete School District #11, Skagit and
Whatcom Counties, Washington, providing for
the submission of a proposition to the qualified
electors of the district at a special election
to be held therein on the 6th day of February, 1979,
authorizing the levy of an excess tax of approxi-
mately $2.58 per one -thousand dollars of true
assessed value to provide two hundred twenty-two
thousand seven hundred seven dollars (222,707)
for the district's General Fund.
WHEREAS, the money in and to be paid into the general fund of
the district will be insufficient to enable the district to operate properly
and take care of all of its necessary financial obligations, and in order to
provide $222,707 to pay general expenses of maintenance and operation, it
is deemed necessary that the district levy a tax of approximately $2.58 per
one -thousand dollars of true assessed value unless specifically provided
otherwise by law, within the district in excess of the annual millage the
district is permitted by law to levy without a vote of the people, such levy
to be made in 1978 for collection in 1979.
WHEREAS, in order to provide the children of the district with
necessary and adequate educational facilities, it is deemed necessary that
the district provide funds to pay part of the cost of general maintenance
and operation for School District #11.
NOW, THEREFORE BE IT RESOLVED by the Board of Directors of Concrete
School District No. 11, Skagit and Whatcom Counties, Washington as follows:
Section 1. That for the purpose of providing the $222,707 to pay
part of the generar expenses of maintenance and operation of the district
during the 1979-80 and 1980-81 school years, the district shall levy a tax
of approximately two dollars and fifty-eight cents ($2.58) per One Thousand
Dollars market value, (based upon an assessed value equal to the true and
fair value of taxable value in the district pursuant to Chapter #195, Laws
of 1973, extraordinary session) for its General Fund in 1979 for collection
in 1980 upon all taxable property within the District in excess of the annual
millage the district is permitted by law to levy without a vote of the people.
Upon approval by the voters of Proposition No. 1 hereinafter set
forth, the district may use the proceeds of such levy during the 1979-80 and
1980-81 school years by incurring an indebtedness by the issuance of warrants
against the General Fund of the district.
Section 2. It is hereby found and declared that an emergency
exists requiring tFie submission to the qualified electors of the district
the proposition of whether or not the district shall levy such excess tax
at a special election to be held on the 6th day of February, 1979.
The Skagit County Auditor as ex-officio supervisor of elections
in Skagit County is hereby requested to also find the existence of such
emergency and to call and conduct said special election to be held within
the district on said date and to submit to the qualified electors of the
district at said special election the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and directed
to certify to said County Auditor the proposition in the following form.
