Such assessed valuation is true and fair value unless specifically provided otherwise by law, Such levy to be made in 1979 for collection in 1980, the proceeds thereof to be credited to the General Fund of School District No. 11 to permit the district to pay expenses of maintenance and operation as more specifically provided in Resolution No. 19, adopted by the Board of Directors on the 13th day of February, 1979. COUNTY OF WHATCOM ) The undersigned,being the officers designated by the law and con- stituting the Canvassing Board in and for Concrete School District No. 11, Whatcom County, having met for the purpose of canvassing the votes concerning the following proposition: RESOLUTION NO. 19 A resolution of the Board of Directors of Concrete School District #11,• Skagit and Whatcom Counties, Washington, providing for the submission of a proposition to the qualified electors of the district at a special election to be held therein on the 3rd day of April, 1979, authorizing the levy of an excess tax of approxi- mately per one -thousand dollars of true assessed value to provide h,,,b ed rk(OL:SO,cid S1Vt-"I GltivldP(A 5;CLI° Pi d(7114`]Oi) for the district's General Fund. WHEREAS, the money in and to be paid into the general fund of the district will be insufficient to enable the district to operate properly and take care of all of its necessary financial obligations, and in order to provide 9`a-;tnz,?c7 to pay general expenses of mainten- ance and operation, it is deemed necessary that the district levy a tax of approximately per one -thousand dollars of true assessed value unless specifically provided otherwise by law, within the district in excess of the annual millage the district is permiited by law to levy without a vote of the people, such levy to be made in 1979 for collection in 1980. WHEREAS, in order to provide the children of the district with neces- sary and adequate educational facilities, it is deemed necessary that the district provide funds to pay part of the cost of general mainten- ance and operation for School District #11. NOW, THEREFORE BE IT RESOLVED by the Board of Directors of Concrete School District No. 11, Skagit and Whatcom Counties, Washington as follows: Section 1. That for the purpose of providing the to pay part o the general expenses of maintenance and operation of the district during the 1979-80 and 1980-81 school years, the district shall levy a tax of approximately t -,: do ",er" w t , f fy `15A t per One Thousand Dollars market value, (based upon an assessed value equal to the true and fair value of taxable value in the district pursuant to Chapter #195, Laws of 1973, extraordinary session) for its General Fund in 1979 for collection in 1980 upon all taxable property within the District in excess of the annual millage the district is permitted by law to levy without a vote of the people. Upon approval by the voters of Proposition No. 1 hereinafter set forth, the district may use the proceeds of such levy during the 1979-80 and 1980-81 school years by incurring an indebtedness by the issuance of warrants against the General Fund of the district. Section 2. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the district the proposition of whether or not the district shall levy such excess tax at a special election to be held on the 3rd day of April, 1979. The Skagit County Auditor as ex-officio supervisor of elections in Skagit County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the district on said date and to submit to the qualified electors of the district at said special election the proposition hereinafter set forth. The Secretary of the Board of Directors is hereby author- ized and directed to certify to said County Auditor the proposition in the following form. PROPOSITION NO. 1 TAX LEVY FOR EDUCATIONAL PROGRAM MAINTENANCE AND OPERATION LEVY Shall the Concrete School District No. 11 of Skagit County levy a general tax upon the taxable property within the school district in excess of constitutional and statutory limitations in the sum of $-A-`,a;707 an estimated $4..57 per one -thousand dollars of assessed valuation. Such assessed valuation is true and fair value unless specifically provided otherwise by law. Such levy to be made in 1979 for collection in 1980, the proceeds thereof to be credited to the General Fund of School District No. 11 to permit the district to pay expenses of maitnenance and operation as more specifically provided in Resolution #19, adopted by the Board of Directors on the 13th day of February, 1979. The secretary of the Board of Directors of the School District is here authorized and directed to deliver certified copies of this resolution to the Skagit County Auditor.
