WATER DISTRICT NO. 15, THE SPECIAL LEVY, FOR THE PURPOSE OF DEVELOPING A COMPREILNSIVE
PLAN FOR A SANITARY WATER SYSTEM.

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom County, Wash-
ington, we the undersigned, C. J. Johnson, Chairman of the Board of County Commissioners
of said County, and David S. Mc Eachran, Prosecuting Attorney of said County, now meet
with Joan Ogden, County Auditor of said County for the purpose of canvassing the votes
cast in all of the precincts comprising the Whatcom County Water District No. 15, as
shown on the Poll Books in Whatcom County, Washington. Joan Ogden, County Auditor as
aforesaid, now makes oath as follows:

I, Joan Ogden, County Auditor of Whatcom County, State of Washington, do solemnly
swear that the returns purporting to be the election returns of Whatcom County Water
District No. 15, Whatcom County, held on the 19th day of September, 1978, have been'in
no wise altered by additions or erasures, and that they are the same as when I received
them, SO HELP ME GOD.

The undersigned, being the officers designated -by the law and constituting the
Canvassing Board in and for Whatcom County Water District No. 15, Whatcom County,
State of Washington, having met for the purpose of canvassing the votes concerning the
following proposition:
PROPOSITION NO. 1
Submitted by Water District No. 15
WATER DISTRICT NO. 15
Shall the Whatcom County Water District No. 15 authorize the Commissioners
of Whatcom County, Washington to levy an additional tax of $1.25 per $1,000 of
assessed value in the District for the purpose of developing and carrying out
the comprehensive plan for a sanitary water system in said District as more
specifically provided in a resolution of the Commission and said District,
adopted July 26, 1978?

as follows, and as recorded in Elections Records, Volume 4, page jlg

the number of votes cast for and against the foregoing proposition at said election
held on the 19th day of September, 1978 and that the absentee votes have been added

WATER DISTRICT NO.15 OF WHATCOM COUNTY, WASHINGTON
RESOLUTION NO.
A RESOLUTION of the Commissioners of Whatcom County
Water District No.15 providing for submission to the voters
of said District at a special election to be held on the 19th
day of September, 1978, a proposition authorizing the levy
of an additional tax of approximately $1.25 per $1,000 of
assessed value to provide $10,000 for the purpose of providing
planning, engineering studies and plans and legal services
for the period January 1, 1979 to December 31, 1979, for the
carrying out of the comprehensive plan for a water system
for said District.
WHEREAS, it has been determined by the Commissioners of
Whatcom County Water District No.15 that the sum of $10,000
in excess of millage previously voted is needed for the purpose
of providing planning, engineering studies and plans and legal
services for the period January 1, 1979 to December 31, 1979,
for the carrying out of the comprehensive plan for a water
system for said District; and
WHEREAS, there is no other source available for said re-
quired funds,
NOW, THEREFORE, BE IT RESOLVED by the Commissioners of
Whatcom County Water District No.15 as follows:
Section 1. It is hereby found and declared that the
carrying out of the comprehensive plan
for a sanitary water system requires the
District to submit to the qualified voters
of the District for their ratification or
rejection of the proposition of a special
levy of $1.25 for each $1,000 of assessed
value to be voted upon at the election
to be held on September 19, 1978.
Section 2. It is hereby found and declared that an
emergency exists requiring the calling of
such special election.
The Auditor of Whatcom County as Supervisor
of Elections is hereby requested to find the
existence of such emergency and call a
special election to submit to the qualified
voters of the District the proposition
hereinafter set forth at the special election
of September 19, 1978 and the Secretary is
hereby authorized and directed to certify
said proposition to the Whatcom County
Auditor in the form of the following
ballot title:
PROPOSITION NO.1
Shall the Whatcom County Water District
No.15 authorize the Commissioners of Whatcom
County, Washington to levy an additional
tax of $1.25 per $1,000 of assessed value
in the District for the purpose of develop-
ing and carrying out the comprehensive plan
for a sanitary water system in said District
as more specifically provided in a resolution
of the Commission of said District, adopted
July 26, 1978.
