(This shall.not be construed to authorize an excess levy and sliall be subject to otherwise applicable statutory limits.) (This shall not be construed to authorize an excess levy and shall be subject to otherwise applicable statutory limits). J. Johnson, Chairman of the Board of County Commissioners of said County, and David S. Mc Eachra.n, Prosecuting Attorney of said County, now meet with -Joan Ogden-i. County Auditor of said County for the purpose of canvassing the votes cast in all of the precincts comprising the Whatcom County Fire Protection District No. 1 and the Whatcom County Fire Protection District No. 18, as shown on the Poll Books in Whatcom County, Washington. WHATCOM ) CERTIFICATE OF CANVASSING BOARD The undersigned, being the officers designated by the law and ing the Canvassing Board in and for Whatcom County Fire Protection No. 1 and Whatcom County Fire Protection District No. 18, Whatcom State of Washington, having met for the purpose of canvassing the concerning the following propositions: constitut- District County, votes FIRE PROTECTION DISTRICT NO. 18 WHATCOM COUNTY, WASHINGTON RESOLUTION NO. U A Resolution of the Board of Fire Commissioners of Fire Protection District No. 18, Whatcom County, Washington, providing for the submission to the qualified electors of the District, at a Special Election to be held therein in conjunc— tion with the Primary Election on September 19 , 1978, of the proposition which would authorize lifting the 106% lid law for Whatcom County Fire Protection District 1110. 16 for a period of one year. WHEREAS, in the judgement of the Board of Fire Commissioners of the District, it is essential and neccessary for the pro— tection of the public health, life and property, to better meet the increased operational and maintenance costs and to retire a portion of the District indebtedness. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF FIRE COMMISS— IONERS OF THE DISTRICT NUMBER 18, WHATCOM COUNTY, WASHINGTON, AS FOLLOWS; Section 1, For the purpose of providing funds to meet increased maintenance and operational costs, and to meet the needs of additional communications equipment. Section 2, For the purpose of providing funds to retire a por— tion of debt incurred to meet the EDA Grant provisions, Where— by the fire —rescue boat and equipment was purchased. The funds realized from the lifting of the 106% limitation shall be used for the above stated purposes. The proposal, if authorized by the voters of Fire District No. 16 will place approximately $ 4501.65 (four thousand five hundred and one dollars and sixty five cents), into the District's Expense Fund and will be paid by the property owners of the District at the rate of .37621___,_ (thirty seven eight two one cents per w1,000.00 dollars, (one thousand dollars) of Assessed Valuation, increasing the levy rate from .62179 ( sixty two one seven nine cents) per 51,000.00 (one thousand dollars) to �1-00 per '1,000.00 of Assessed Valuation. 'Ject�_an 3, There shall be submitted to the qualified electors of the District, for their ratification or rejection, at a Special Election to be held in conjunction with the Regular District Primary Election therein, on September 19th , 1976, the question of whether or not the 1060 limitation currently in effect shall be lifted from the Fire District, and the Board of Fire Comm— issioners hereby declares that an emergency exists and the Manager of Records and Elections of Whatcom County, Washington, as ex—officio County Supervisor of Elections is hereby requested to find that an emergency exists, to call said Special Election, as aforesaid, in the form of a ballot title substantially as follows; AUTHORIZING PROPERTY TAX LEVY Shall Whatcom County Fire Protection District Number 18, Be authorized to increase District Property Tax limitation levies from the present rate of .62179 per $1,000.48:9 to $1.00 per $1,000, in accordance with Ch. 84.55 RCW and Resolution No. 6,D of the Board adopted , 1978 for a period of one year only.
