Office of the Auditor of Whatcom County, Washington Bellingham, Washington September 29, 1978 Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom County, Washington, we the undersigned, C. J. Johnson, Chairman of the Board of County Commissioners of said County, and David S. Mc Eachran, Prosecuting Attorney of said County, now meet with Joan Ogden,. County Auditor of said County for the purpose of canvassing the votes cast in all of the precincts comprising the Whatcom County Fire Protection District No, 1 and the Whatcom County Fire Protection District No. 18, as shown on the Poll Books in Whatcom County, Washington. Joan Ogden, County Auditor as aforesaid, now makes oath as follows: OATH OF AUDITOR STATE OF WASHINGTON) ss. Mc Eachran proceed as a Canvassing Board in and for Whatcom County Fire Protection District No. 1 and Whatcom County Fire Protection District No. 18, Whatcom County, held on the 19th day of September, 1978. COUNTY OF WHATCOM ) The undersigned, being the officers designated by the law and constitut- ing the Canvassing Board in and for Whatcom County Fire Protection District No. 1 and Whatcom County Fire Protection District No. 18, Whatcom County, State of Washington, having met for the purpose of canvassing the votes concerning the following propositions: PROPOSITION NO. 1 Submitted to Fire Protection District No. 1 AUTHORIZING PROPERTY TAX LEVY Shall Whatcom County Fire Protection District No. 1 be authorized to increase District Property Tax Limitation levies from the present rate of $.66848 per $1,000 to $1.00 per $1,000 in accordance with Ch.84.55 RCW, and Resolution No. 27 adopted by the Board of Commissioners on July 10, 1978 for a period of one year only? (This shall not be construed to authorize an excess levy and shall be subject to otherwise applicable statutory limits.) YES NO The result of said canvass as found and determined by us is set forth herein as:follows, and as recorded in Elections Records, Volume 4, page 118. PROPOSITION: Total Votes Cast 530 Total YES 288 Passed 54.330 Total NO 242 PROPOSITION NO. 1 Submitted by Fire Protection District No. 18 AUTHORIZING PROPERTY TAX LEVY Shall Whatcom County Fire Protection District No. 18 be authorized to increase District Property Tax Limitation levies from the present rate of $.62179 per $1,000. to $1.00 per $1,000 in accordance with Ch. 84.55 RCW and Resolution No. 60 of the Board adopted June 29, 1978 for a period of one year only? (This shall not -be construed to authorize an excess levy and shall be subject to otherwise applicable statutory limits). YES NO The result of said canvass as found and determined by us is set forth herein as follows, and as recorded in Elections Records, Volume 4, page 118. "im . worthy, ClltT]mizsi0 �1 r If Jerry ' McDowell, Cc-ar-1--sioner WHATCOM COTPTTY FIRE PROTECTION DIST. 1 1-THATCOM COUNTY, WASHINGTON RESOLUTION NO. 27 A Resolution of the Board of Fire Commissioners of Fire Protection District No. 1, Whatcom County Washington, providing for the submission to the qualified electors of the District, at a Special Election to be held therein in conjunction with the Primary Election on September 19, 1978. of the proposition which would authorize lifting the 106% lid law for Whatcom County Fire Protection Dist— rict No. 1, for a period of one year. WEEREAS, in the judgement of the Board of Fire Commissioners of the District, it is essential and necessary for the protection of the public '_Health, life and property, to better meet the increased operational. and maintenance costs and to retire a portion of the District indebtedness. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF FIRE CON-41ISSIORTERS OF THE DISTRICT NUMBER ONE (1) WHATCOM COUNTY, WASHIATGTON, AS FOLLOWS: Section 1. For the purpose of providing funds to meet increased maintenance and operational costs, and to meet the needs of additional communications equipment. Section 2. For the purpose of providing funds to retire a portion of debt in— curred to build and equip a new building, and to provide additional medical aid equipment. The funds realized from the lifting of the 106% limitation shall be used for the above stated purposes, The proposal, if authorized by the voters of Fire District No. 1 will place approximately eighteen thousand, six hundred sixty dollars ($18,660.00; into the District's Expense Fund and will be paid by the property owners of the District at the rate of 33152 (thirty—three one five two) cents per one thousand dollars . 1,D00,00) of Assessed Valuation, increasing the levy rate from (sixty—six eight four eight) per one thousand dollars ($1,000.00) to one dollar ($1.00) per thousand .000.00) Assessed Valuation. Section 3. There shall be submitted to the qualified electors of the District, for their ratification or rejection, at a Special Election to be held in con— junction with the Regular District Primary Election therein, on September 19, 1978, the question of whether or not the 106% limitation currently in effect shall be lifted from the Fire District, and the Board of Fire Commissioners hereby declares that an emergency exists and the Manager of Records and Elections of Whatcom County, T.ashinrton, as ex—offi_cio County Supervisor of Elections is hereby requested to find that an emergency exists, to call said Special Election as aforesaid in the form of a ballot title substantially as follows: AUTHORI?ING PROPERTY TAX LEVY Shall Whatcom County Fire Protection District No. 1 be authorized to increase District Property Tay: Limitation levies from the present rate of .66848 per 11,000, to $1.00 per �1,000. in accordance with Ch. 84.55 RCW, and Resolution No. 27 adopted by the Board of Commissioners on July 10, 1.978, for a period of one year only.
