19TH DAY OF SEPTEMBER, 1978, FOR THE PURPOSE OF SUBMITTING TO TIIE QUALIFIED
ELECTORS IN THE CITY OF EVERSON PRECINCTS, WHATCOM COUNTY, WASHINGTON
PROPOSITION NO. 1 FOR ISSUING GENERAL OBLIGATION BONDS IN THE AMOUNT OF
$45,000 TO PAY THE CITY'S SHARE OF PURCHASING LAND AND BUILDING A BUILDING
TO HOUSE FIRE EQUIPMENT.

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, C. J. Johnson, Chairman of the
Board of County Commissioners of said County, and David S. Mc Eachran,
Prosecuting Attorney of said County, now meet with Joan Ogden for the
purpose of canvassing the votes cast in all the precincts comprising
the City of Everson Precincts, in Whatcom County, State of Washington,
as shown on -:the poll books at the Special Election held on Tuesday,
the 19th day of September, 1978. Joan Ogden, County Auditor, as aforesaid,
now makes oath as follows:

I, Joan Ogden, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election returns
of the City of Everson Precincts, Whatcom County, Washington, held on the
19th day of September, 1978, have in no wise been altered by additions or
erasures, and that they are the same as when I received them, except that
the votes of the absentee voters have been added, SO HELP ME GOD.

Immediately after the oath by the County Auditor, the said Joan
Ogden, C. J. Johnson and David S. Mc EAchran proceeded as a Canvassing
Board in and for Whatcom County to canvass the votes cast in all of the
precincts of the City of Everson, on the 19th day of September, 1978.

ORDINANCE NO.
AN ORDINANCE of the City of Everson, Washington,
relating to the authorization of general obligation
bonds; providing for the submission to the qualified
electors of the City at a special election to be
held therein on,t13pt."-19, 1978, of a proposition
authorizing the City to issue its general, obligation
bonds in the principal amount of not to exceed
$45,000 for the purpose of paying a part of the
cost of purchasing land and building a building
to house fire equipment for the Everson Station
by Fire Protection District No. 1, Whatcom County,
Washington, pursuant to contract with such District,
such bonds to be payable by annual property tax
levies to be made without limitation as to rate or
amount.
WHEREAS, it is deemed necessary for the public health,
safety, welfare and convenience of the citizens and taxpayers of
the City of Everson, Washington (the "City"), that Fire Protection
District No. 1, Whatcom County, Washington (the "District"),
purchase land and build a building to house fire equipment for
the Everson Station from which fire protection service may be
furnished to the City pursuant to a contract to be entered into
between the City and such District; and
WHEREAS, to provide the City's share of the funds
required for such capital purpose, it is deemed necessary and
advisable that the City issue and sell its general obligation bonds
in the principal amount of not to exceed $45,000; and
WHEREAS, the Constitution and laws of the State of
Washington require that the question of whether or not such bonds
may be issued be submitted to the qualified electors of the,City
for their ratification or rejection; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EVERSON, WASHINGTON, DO
ORDAIN as follows:
Section 1. The City is in urgent need of the District
purchasing land and building a building to house fire equipment for
the Everson Station from which fire protection service may be
furnished to the City pursuant to contract with such District, the
estimated cost of the City's share of such acquisition and
construction, including all costs related to the issuance and sale
of the bonds hereinafter authorized to be issued, is hereby declared
to be, as near as may be, the sum of $45,000.
Section 2. The City shall borrow the sum of $45,000
on the credit of the City and issue and sell its negotiable general
obligation bonds therefor, for strictly municipal capital purposes,
other than the replacement of equipment, to -wit, to provide funds
in the amount and for the purpose specified in Section 1 hereof.
Section 3. The general obligation bonds herein
authorized to be issued shall be serial in form and shall mature
in from two to ten years from the date of issue in such amounts
that will result in a difference of not more than $5,000 between
the highest and lowest annual payment of principal and interest
computed on such anticipated effective interest rate as the
City Council may determine will be borne by the bonds and shall
be paid out of annual tax levies to be made upon all of the
taxable property of the City without limitation as to rate or
amount sufficient in amount to pay the interest on and the
principal of the bonds when due, and the bonds shall so provide.
The exact date, form, terms, options of redemption and maturities
of such bonds shall be hereafter determined by ordinance. The
bonds shall be issued and sold when the proceeds thereof are
required.
Section 4. The life of the improvements to be
acquired or constructed from the proceeds of the bonds issued
therefor is hereby estimated and declared to be as nearly as
practicable not less than ten years.
Section 5. It is hereby found and declared that an
emergency exists requiring the submission to the qualified electors
of the City at a special election to be held therein on the 19kh

day of Sept, 1978, of a proposition authorizing the issuance of
general obligation bonds of the City for the purpose provided in
this ordinance.
The Whatcom County Auditor, ex-officio Supervisor of
Elections for Whatcom County, is hereby requested also to find the
existence of such emergency and to assume jurisdiction of, and to
call and conduct said special election, at which the proposition
hereinafter set forth shall be submitted to the qualified electors
of the City.
The City Clerk is hereby authorized and directed to
certify said proposition to the Whatcom County Auditor in the
following form:

Section 6. This ordinance shall be in full force and
