Office of the Auditor of Whatcom County, Washington Bellingham, Washington September 29, 1978 Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom County, Washington, we the undersigned, C. J. Johnson, Chairman of the Board of County Commissioners of said County, and David S. Mc Eachran, Prosecuting Attorney of said County, now meet at the County seat of said County on the 29th day of September, 1978 for the purpose of canvassing the votes cast in all of the voting precincts of said county at the Primary Elec tion and Special Election which was held in said county on Tuesday, the 19th day of September, 1978, the absentee votes numbering 1,497 having heretofore on September 22, 1978 and September 25, 1978 been opened and added to the figures. That said statement and returns contain the names of all of the contestants voted for at the said Primary and Special Election on the Republican, Democratic, Non -Partisan, and Judicial tickets, together with the title of the office sought and the number of votes received by each candidate. September 25, 1978 MINUTES OF THE BOARD OF THE WHATCOM COUNTY CHALLENGE BALLOT CANVASSING AUTHORITY. A board meeting of the Whatcom County Challenge Ballot Canvassing Authority was called on September 25, 1978 in the office of the Whatcom County Auditor. C. J. Johnson, County Commissioner, David S. Mc Eachran, County Prosecuting Attorney and Peter Griffin, County Election Custodian were present. A motion was made by David S. Mc Eachran and seconded by C. J. Johnson that ballots be numbered 1 through 47 including two numbered 1 and 14 numbered 4 and five numbered 5 and five numbered 18, motion carried. By unanimous decision of the board, it was decided that ballots numbered 1 through 6 be invalid. C. J. Johnson made a motion that ballots numbered 8 through 19 be also invalid. Seconded by David S. Mc Eachran, motion carried. A motion was made by David S. Mc Eachran that ballots numbered 7 and 20, 23 through 25, 28, 30 and 34 be counted. Seconded by C. J. Johnson, motion carried. C. J. Johnson moved and declared that ballots numbered 26, 27, 29 and 31 through 33 and also 35 through 39 be deemed invalid. Seconded by David S. Mc Eachran, motion carried. David S. Mc Eachran made motion that ballots numbered 40, 43, 46 and 47 should be counted. Seconded by C. J. Johnson, motion carried. Motion made by C. J. Johnson that ballots numbered 41, 42, 44 and 45 be deemed invalid. Seconded by David S. Mc Eachran, motion carried.
