OFFICIAL CANVASS OF THE SPECIAL ELECTION HELD IN SKAGIT COUNTY
HOSPITAL DISTRICT NO. 304, WHATCOM COUNTY, WASHINGTON ON TUESDAY
THE 7TH DAY OF NOVEMBER, 1978.

Pursuant to a notice given by Peter Griffin, Deputy Auditor of
Whatcom County, Washington, we the undersigned, C. J. Johnson, Chairman
of the Board of County Commissioners of said County, and David S. laic Eachran
Prosecuting Attorney of said County, now meet with Peter Griffin, Deputy
Auditor of said County, at the County seat of said County on the 20th day
of November, 1978 for the purpose of canvassing the votes cast in all of
the precincts comprising Skagit County Hospital District No. 304, as
shown on the poll books in Whatcom County, Washington. Peter Griffin,
Deputy Auditor as aforesaid, now makes oath as follows:

I, Peter Griffin, Deputy Auditor of Whatcom County, State of Washington;
do solemnly swear that the returns purporting to be the election returns
of Skagit County Hospital_District No. 304, Whatcom County, Washington,
held on November 7, 1978 have been in no wise altered by additions or
erasures and that they are the same as when I received them, SO HELP ME GOD.

Immediately after the oath by the County Auditor, the'said Peter
Griffin, C. J. Johnson and David S. Mc Eachran proceed as a Canvassing
Board in and for Whatcom County to canvass the votes cast in the precincts
comprising the Skagit County Hospital District No. 304, Whatcom County,
Washington on the 20th day of November, 1978.

consituting the Canvassing Board in and for Skagit County Hospital District
No. 304, Whatcom County, having met for the purpose of canvassing the
votes concerning the following proposition:

Shall the number of Commissioners of Public Hospital
District #304 be increased from three to five.

NOTICE IS HEREBY GIVEN that on Tuesday, November 7, 1978, a
special election will be held in Skagit Public Hospital District No.
304, Whatcom County, Washington for the submission to the qualified
electors of said district of the following proposition:
PROPOSITION NO. 1
PUBLIC HOSPITAL DISTRICT NO. 304
Shall the number of Commissioners of Public Hospital District
#304 be increased from three to five.

The polling places for all precincts wholly or partially within

A RESOLUTION CALLING FOR AN INCREASE IN NUMBER
OF COMMISSIONERS, PROVIDING FOR THE SUBMITTAL OF
SAME TO THE VOTERS, ABOLISHING COMMISSIONER
DISTRICTS, STAGGERING THE TERMS OF ADDITIONAL
COMMISSIONERS TO BE ELECTED
WHEREAS, after due discussion and deliberation, the
Commissioners of Public Hospital District #304 have determined
that it would be in the best interests of the Hospital District
if the number of commissioners of the Hospital District were in-
creased from three to five, now therefore,
BE IT HEREBY RESOLVED AS FOLLOWS:
1. That the number of commissioners of Skagit County
Public Hospital District #304 should be increased from three to five.
2. That a certified copy of this resolution be delivered
to the Skagit County Auditor and that the Auditor be authorized and
directed to submit to the voters of Public Hospital District #304 at
the general election to be held November 7, 1978, the following
proposition: "SHALL THE NUMBER OF COMMISSIONERS OF PUBLIC HOSPITAL
DISTRICT #304 BE INCREASED FROM THREE TO FIVE."
3. That pursuant to R.C.W. 70.44.042 there shall be no
commissioner districts within Skagit Public Hospital District #304
and candidates for any position on the Board may reside anywhere in
the Public Hospital District.
4. That of the two new Commissioners positions so created
one shall be for an initial term of two years and one position shall
be for an initial term of four years.
ADOPTED AND APPROVED at the regular meeting of the
Commission this day of August, 1978.
