SERVICES OLD I.APITOL :SU L ING OL.YMP I A WA 98504 March 19 76 �- GAL fAUNiY AUD I TOR RESOLUTION NO. 1-78 A RESOLUTION OF the Board of Directors of Lynden School Dis- trict No. 504, Whatcom County, Washington, providing for the submission to the.qualified electors of the district at a special election to be held therein on March 14, 1978, of a proposition authorizing the levy of an excess tax of approxi- mately $2..4:6_ per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) to raise the sum of $320 000.00 for the district General Fund. WHEREAS, the money to be paid into the General Fund of the district will be insufficient during the fiscal year 1978-,79 to enable the dis- trict to operate properly and to take care of all financial obligations, it is deemed necessary in order to prevent the impairment of the dis- trict's contracts that the district levy a tax of $320,000.00 or approximately $2._46 per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the district in 1978 for collection in 1979 in excess of the annual tax levy limitation the district is permitted by law to levy without a vote of the people; and WHEREAS, the Constitution and laws of the State of Washington provide that the question of whether or not such excess tax may be levied for such purposes must be submitted to the qualified voters of the district for their approval or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Lynden School District No. 504, Whatcom County, Wn, as follows: Section 1: It is hereby found and declared that the welfare of the children of the district requires it to carry out the plans herein- after provided. Section 2: That for the purpose of providing part of the funds required to secure proper textbooks, instructional supplies and teaching materials, to make necessary repairs and replacements to school district facilities, to pay adequate salaries, to prevent the impairment of the obligation of the district's contracts and to properly carry on the functions of the schools within the district, the district authorizes the County Commissioners of Whatcom County to levy a tax of approximately $2-_4.6_ per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the district in 1978 for collection in 1979 in excess of the annual tax levy permitted the district without a vote of the people for the purpose of providing �_320_000_OOfor the district General Fund. Section 3 : It is hereby found and declared that an emergency exits requiring the submission to the qualified voters of the district of the the proposition of whether or not there should be levied such excess tax for the purposes described herein at a special election to be held within the district on March 14, 1978. The, Whatcom County Auditor as ex-officio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the district on that date and to submit to the qualified voters of the district at said special election the pr'6position hereinafter set forth. The Secretary of the Board of Directors is hereby authorized and directed to certify said proposition to the Whatcom County Auditor in the follow- ing form: PROPOSITION No. 1 School District Special Levy Shall Lynden School District No. 504,Whatcom County, Washington, collect $ 320,000.00 in excess property taxes (approximately $ 2.46 per $1,000 assessed valuation) in 1979 for main tenance and operation? YES NO The polls for such special election shall be open from 7:00 o'clock a.m. to 8:00 p.m.. The secretary of the Board of Directors' is hereby authorized and directed to deliver a certified copy of this Resolution to the Whatcom County Auditor.
