Pursuant to a notice given by Joan Ogden, County Auditor of
Whatcom County, Washington, we the undersigned, Larry Mc Intyre,
Acting Chairman of the Board of County Commissioners of said county,
and David S. Mc Eachran, Prosecuting Attorney of said county, now
meet with Joan Ogden, County Auditor of said County for the purpose
of canvassing the votes cast in the voting precincts of Ferndale
School District No. 502, Whatcom County, Washington as shown on the
poll books of Ferndale School District precincts. The total number
of absentee votes cast in the: -Ferndale School District No. 502 was 35.

RESOLUTION NO. 2-78
A resolution of the Board of Directors of Ferndale
School District No. 502, Whatcom County, Washington,
providing for the submission to the qualified
electors of the District at a special election to
be held therein on Parch 14, 1978, of the proposi-
tion of whether or not there should be levied an
excess tax of approximately $ 2.50 per thousand
dollars of assessed valuation (based on 100% of
true and fair value) to provide $1,156,302 for the
District's General Fund to pay part of the general
expenses of maintenance and operation of the District,
such levy to be made in 1978 for collection in 1979.
WHEREAS, the money in and to be paid into the General Fund
of Ferndale School District No. 502, Whatcom County, Washington,
during the 1978-1979 and 1979-1980 school years will be insuf-
ficient to enable the District to take care of all of its
necessary financial obligations and to properly meet the educa-
tional needs of students attending District schools; and
WHEREAS, in order to properly provide for said financial
obligations and educational needs, it is deemed necessary that
a tax of approximately $ 2.50 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to provide
$1,156,302 for the District's General Fund be levied upon
all of the taxable property within the District in excess of
the maximum annual tax levy permitted by law to be levied for
the District without a vote of the electors, such levy to be
made in 1978 for collection in 1979; and
WHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be
levied must be submitted to the qualified electors of the District
for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Ferndale School District No. 502, Whatcom County, Washington, as
follows:
Section 1. It is hereby found and declared that the welfare
of the students and other residents of the district requires the
District to carry out the plans hereinafter provided.
Section 2. In order to provide $ 1,156,302 for the General
Fund of the District, a tax of approximately $ 2.50 per thousand
dollars of assessed valuation (based on 100% of true and fair
value) should be levied in 1978 for collection in 1979 upon
all the taxable property within the District in excess of
the maximum annual tax levy permitted by law to be levied
for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 herein-
after set forth, the District may use the proceeds of such
levy during the 1978-1979 and 1979-1980 school years by incur-
ring an indebtedness by the issuance of warrants against the
General Fund of the District, and may expend the proceeds of
said levy to pay part of the general expenses of maintenance
and operations of the District.
Section 3. It is hereby found and declared that an emer-
gency exists requiring the submission to the qualified electors
of the District of the proposition of whether or not such excess
tax should be levied for their ratification or rejection at a
special election to be held therein on March 14, 1978.
The Whatcom County Auditor as ex officio supervisor of
elections in Whatcom County is hereby requested to also find
the existence of such emergency and to call and conduct said
special election to be held within the District on said date
and to submit to the qualified electors of the District the
proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby author-
ized and directed to certify said proposition in the following
form:

District No. 502, Whatcom County, Washington, at a special
open public meeting thereof, notice of which was given as
required by law, held January 24, 1978, the following
Directors being present and voting therefor.

do hereby certify that the foregoing constitutes a true and
correct copy of Resolution No. 2-78 of such Board of Directors
duly adopted at a special open public meeting thereof, notice
of which was given as required by law, held the 24th day of
January, 1978.

RESOLUTION NO. 3-78
A RESOLUTION of the Board of Directors of Ferndale
School District- No. 502, Whatcom County, Washington,
providing for the submission to the qualified
electors of the district at a special election to
be held therein on March 14, 1978, of the proposition
of whether or not the district should issue its
general obligation bonds in the aggregate principal
amount of $ 4.714.036 or so much thereof as may
be issued under the laws governing the indebtedness
of school districts for the purpose of providing
funds to acquire, construct, equip and make certain
capital improvements to the facilities of the school
district.
WHEREAS, additional school facilities are needed in Ferndale
School District No. 502, Whatcom County, Washington (hereinafter
called the "District"), in order to provide the students attending
and using the 'same with adequate, proper and safe educational
facilities; and
WHEREAS, in order to provide part of the funds to enable the
District to acquire, construct, equip and make such necessary
capital improvements to its existing facilities, it is deemed
necessary and advisable that the District issue and sell its
unlimited tax levy general obligation bonds in the principal
amount of $ 4,714,_036 and
WHEREAS, the Constitution and laws of the State of Washington
provide that the question of whether or not such bonds may be
issued and sold for such purposes must be submitted to the qualified
electors of the District for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Ferndale School District No. 502, Whatcom County, Washington, as
follows:
Section 1. This Board of Directors (hereinafter called the
"Board") hereby finds and declares that the best interest of the
students and other inhabitants of the District require the District
to carry out the plans hereinafter provided at the time or times
and in the order deemed most necessary and advisable by the Board.
Section-2. The District shall make capital improvements to
Ferndale High School, Vista Middle School, Custer Elementary and
Middle School, and, Beach, Central, Mt. View and North Bellingham
elementary schools and construct and equip a new elementary school.
Such improvements shall include classroom, library, special educa-
tion, physical education, industrial arts, kitchen, administration
and custodial facilities, all as determined by the Board of
Directors in the case of each school. If available funds are
sufficient the District shall acquire, construct and equip other
capital improvements to the facilities of the District.
Section 3. For the purpose of providing part of the funds
necessary to pay the cost of the improvements described in
Section 2 hereof, the District shall issue and sell its unlimited
tax levy general obligation bonds in the principal amount of
$ 14 036 The balance of the cost of said improvements shall
be paid out of any moneys which the District now has or may later
have on hand which are legally available for such purposes -and -out
of possible State of Washington grants of money. None of said
bond proceeds shall be used for the replacement of equipment or
for any other than a capital purpose.
Section 4. The bonds provided for in Section 3 hereof shall
be sold in such amounts and at such time or times as deemed
necessary and advisable by this Board and as permitted by law,
shall bear interest at a rate of not to exceed the maximum rate
permitted by law at the time the bonds are sold, and shall mature
serially in such amounts and at such times within 20 years from
date of issue as authorized by this Board and as provided by law.
Said bonds shall be general obligations of the District an.d,
unless paid from other sources, both principal and interest
thereon shall be payable out of annual tax levies to be made upon
all the taxable property within the District without limitation
as to rate or amount. The exact date, form, terms, and maturities
of said bonds shall be as hereafter fixed by resolution of the
Board of Directors.

In the event the proceeds of the sale of said bonds, plus
any or all of the other moneys above -described, are insufficient
to make all of the capital improvements hereinbefore- provided
for, the District shall use the available funds for paying the cost
of those improvements deemed most necessary and in the best
interests of the District by the Board of Directors.
Section 5. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors of the
District of the proposition of whether or not the District shall
issue such bonds for such purposes at a special election to be
held therein on the 14th day of March, 1978.
The Whatcom County Auditor as ex officio supervisor of

The polls for such special election shall be open from 7:00
o'clock a.m. to 8:00 o'clock p.m.
