against the following proposition, place a cross (X) in the square opposite the

PARK AND RECREATIONAL FACILITIES BONDS, 2.2 MILLION
Shall the City of Bellingham issue and sell its general obligation bonds
in the principal sum of $2,200,000.00 payable; both principal and interest, out
of annual tax levies in excess of regular property tax levies, maturing from
t►co to t►venty years from date of issue for the purpose of developing Boulevard
Park, acquiring additional properties for utilization as city park facilities, and
improving existing and/or developing additional park facilities, all as more
specifically provided in Resolution No. 59-1977,

WHATCOM COUNTY, WASHINGTON ON TUESDAY THE 14TH DAY OF MARCH, 1978,',,FOR
THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS IN THE CITY OF
BELLINGHAM PRECINCTS, PROPOSITION NO. 1 TO ISSUE PARK AND RECREATIONAL
FACILITIES BONDS IN THE AMOUNT OF $2,200,000.

Pursuant to a notice given by Joan Ogden, County Auditor of
Whatcom County, Washington, we the undersigned Larry Mc Intyre, Acting
Chairman of the Board of County Commissioners of said County, and David
S. Mc Eachran, Prosecuting Attorney of said county, now meet with Joan
Ogden, County Auditor of said County for the purpose of canvassing
the votes cast in the voting precincts of the City of Bellingham, Whatcom
County, Washington as shown on the poll books of the precincts. The
total number of absentee votes cast in the City of Bellingham precincts
was 340. Joan Ogden, County Auditor, as aforesaid, now makes oath as
follows:

do solemnly swear that the returns purporting to be the election returns
of the City of Bellingham precincts have been in no wise altered by

Immediately after the oath by the'County Auditor, the said Joan
Ogden, Larry Mc Intyre and David S. Mc Eachran proceed as a canvassing
board in and for Whatcom County to canvass the votes cast in all of
the precincts of the said City of Bellingham on March 14, 1978.

constituting the Canvassing Board in and for the City of Bellingham
Precincts, Whatcom County, State of Washington, having met for the

A RESOLUTION OF THE CITY OF BELLINGHAM, WASHINGTON, PROVIDING FOR
THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY AT AISPECIAL
ELECTION TO BE HELD ON THE 14th DAY OF MARCH, 1978 OF THE PROPO- '
SITION OF WHETHER OR NOT THE CITY SHOULD ISSUE AND SELL ITS UNLIMITED
TAX LEVY GENERAL OBLIGATION BONDS IN THE AGGREGATE PRINCIPAL AMOUNT
OF $2.2 MILLION FOR THE PURPOSE OF PROVIDING FUNDS TO PAYIFOR THE
COST OF ACQUIRING ADDITIONAL PARK PROPI.RTY AND CONSTRUCTING CERTAIN
PARK AND RECREATION IMPROVEMENT WITHIN THE, CITY.
WHEREAS, it is deemed necessary for the public health, welfare,
and benefit that the City of Bellingham, Washington construct
certain park and recreation -improvements within the city;,and
WHEREAS, the Constitution and laws of the State of Washington
provide that the question of whether or not said bonds may be
issued for such purposes must be submitted to the qualified electors
of the city for their ratification or rejection; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BELLINGHAM:
Section 1. It is hereby found and declared that the public
health,lwelfare, and benefit require that the City of Bellingham
carry out the plans hereinafter provided.
Section 2. Upon the approval and sale of such bonds, the
city shall acquire park property and complete the construction of
certain park and recreation improvements within the city as follows:
A. Upgrade .ts existing park facilities by the installation
of irrigation and drainage systems so as to diminish maintenance
and operation cost and thereby increasing potential utilization of
such facilities, constructing, repairing and replacing various
recreational facilities including but not limited to tennis courts,
picnic facilities, play area facilities, lighting systems, parking

facilities, restroom facilities, track and grandstand improvements,
beach and boat launch facilities and such other related amenities,
appurtenances and facilities as may be deemed appropri4te within,'
but not -limited to, Cornwall park, Elizabeth park, Fairhaven park,
Bloedell Donovan Park, Whatcom Falls Park, and at Lake Padden and
Civic Field at an estimated cost of $1,400,000;
B. Implement ui-ju fir8i: phase development of Boulevard Park
upon the northerly portion of such property by the construction
of paths, parking facilities, landscaping and the insallation of
park furniture at an estimated cost of $300,000'.00;
C. Acquire property for subsequent development as;nrighbor-
hood parks and greenbelt open spaces in such neighborhoods as
(1) Happy Valley, (2) York/Sehome, (3) North Columbia, (4) Roosevelt.,
(5) Lettered Streets, (6) Sunnyland, (7) Samish, (8) South, (9)
Silver Beach, (10) Puget, (11) Birchwood, and (12) Mt.Baker/North
Alabama, at an estimated cost of $500,600.00.
Section 3. For the purpose of providing funds necessary to

construct,, equip and make the improvements described in' Section 2
above, the city shall issue its general obligation bonds in the`
aggregate principal amount of $2.2 million.
Said bonds shall,be sold in such amounts and at ;such•
time or times as deemed necessary and advisable by the city council
and as permitted by the laws of the State of Washington goIverning

the limitation of indebtedness of cities, shall bear interest at
a rate of not t0 4xceed the maximum rate permitted by law at,the
time of sale, and shall mature serially in from two to twenty years

from date of issue. Both principal and interest on said bonds
shall be payable out of annual tax levies to be made upgnall the
taxable property within the city without limitation as to 'rate or

amount. The exact date, form, terms and maturities of said bonds
shall be as hereafter fixed by ordinance of the city.

Section 4; That it is hereby found and declared that an
emergency exists requiring the submission of the qualified electors
of the city of the proposition of whether or not the citylshall
issue bonds for such purposes at a special election to eheld
therein on March.14th, 1978.
The Whatcom County Auditor as ex-officio supervisor of
elections is hereby also requested to find the existence of such
emergency and to call and conduct said special election,on said
date'.
The proposition to be submitted to the qualified electors
of the city at said special election shall be as follows:;
PARK & RECREATIONAL FACILITIES BONDS, 2.2 MILLION
