WHEREAS, the money to be paid into the General Fund of the District will be insufficient during the fiscal year 1978--79 to enable the district to operate properly and to take care of all its financial obligations, it is deemed necessary in order to prevent the impairment of the district's contracts that the district levy a tax of Ij/o q voo , or approximately per $1000 of assessed value (1000 of true and fair value unless specifidally provided by law) upon all taxable property within the district in 1978 for collection in 1979 in excess of the annual tax levy Limitation the district is permitted by law to levy with- out the vote of the people; and WHEREAS, the Constitution and Laws of the State of Wash- ington provide that the question of whether or not such excess tax may be levied for such purposes must be submitted to the qualified voters of the district for their approval or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Bellingham School District No. 501, Whataom County, Washington, as follows: Section 1: It is hereby found and declared that the welfare of the children of the district requires it to carry out the plans hereinafter provided. Section 2: That for the purpose of providing part of the funds required to secure proper textbooks, instructional supplies and teaching materials, to make necessary repairs and replacements to the school district facilities, to pay adequate salaries, to prevent the impairment of the obligation of the district's con- tracts and to properly carry on the functions of the schools within the district, the district authorised the County Commiss- ioners of Whatcom County to levy a tax of approximately per $1000 of assessed value (100% of true and fair value unless - 1 - specifically otherwise provided by law) upon all taxable property within the district in 1979 for collection in 1979 in excess of the annual tax levy permitted the district without a vote of the people for the purpose of providing �� /o Y' oc a for the district General Fund. Section 3s It is hereby found and declared that an emergency exists requiring the submission to the qualified voters of the district of the proposition of whether or not there should be levied such excess tax for the purpose described herein at a special election to be held within the district on March 14, 1978. The Whatcom County Auditor as ex-officio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the district on that date and to submit to the qualified voters of the district at said special election the pro- position hereinafter set forth. W4; -- -" v �e " - -" Se a y- Clerki of the Bow-r-d o Di a ors - 3 - RESOLUTION NO. 1-78 A RESOLUTION of the Board of Directors of Bellingham School District No. 501, Whatcom County, Washington, providing for the submission to the qualified electors of the district at a special election to be held therein on March 14, 1978, of the proposition of whether or not the district should levy an excess tax for the district's General Fund. WHEREAS, the money in and to be paid into the General Fund of Bellingham School District No. 501, Whatcom County, Washington, will be insufficient to enable the district to operate properly and to meet its financial obligations during the 1978-1979 school year, and in order to pay general expenses of maintenance and operation during such school year, it is necessary that the district levy a tax upon all the taxable property within the district in excess of the annual millage the district is permitted by law to levy without a vote of the people, such levy to be made in 1978 for collection in 1979. NOK THEREFORE, BE IT RESOLVED by the Board of Directors of Bellingham School District No. 501, Whatcom County, Washington, that an emergency exists requiring the submission to the qualified electors of the district of the proposition of whether or not the district shall levy such excess tax for their ratification or rejection at a special election to be held therein on March 14, 1978, the amount of the excess levy to be set at a later date. The Secretary of the Board of Directors of the school district is hereby authorized and directed to deliver certified copies of the Resolution to the Whatcom County Auditor. PASSED by the Board of Directors of Bellingham School District No. 501, Whatcom County, Washington, at a regular meeting thereof held this 26th day of January, 1978.
