Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom
County, Washington, we the undersigned, C. J. Johnson, Chairman of the Board
of County Commissioners of said County, and David S. Mc Eachran, Prosecuting
Attorney of said County, now meet with Wella Hansen, County Auditor of said
County for the purpose of canvassing the votes cast in all of the precincts
comprising the Whatcom County Fire Protection District No. 2, as shown on the
Poll Books in Whatcom County, Washington. Wella Hansen, County Auditor as
aforesaid, now makes oath as follows.

I, Wella Hansen, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election returns of
Whatcom County Fire Protection District No. 2, Whatcom County, held on the
20th day of September, 1977, have been in no wise altered by additions or
erasures, and that they are the same as when I received them, SO HELP ME GOD.

ing the Canvassing Board in and for Whatcom County Fire Protection District
No. 2, Whatcom County, State of Washington, having met for the purpose of
canvassing the votes concerning the following proposition:
PROPOSITION NO. 1
Submitted by Fire Protection District No. 2
AUTHORIZING PROPERTY TAX LEVY
Shall Whatcom County Fire Protection District No. 2, Bellingham,
Washington, be authorized to increase its regular property tax levy to
$1.00 per thousand dollars of assessed value commencing with collection
in 1978?
(This shall not be construed to authorize an excess levy and shall be
subject to otherwise applicable statutory limits.)

herein as follows, and as recorded in Elections Records, Volume 4, page 105.

FIRE PROTECTION DISTRICT # 2
WHATCOM COUNTY, WASHINGTON
RESOLUTION # 77-2
A Resolution of the Board of Fire Commissioners of Fire
Protection District #2, Whatcom County, Bellingham,
Washington, providing for the submission to the qualified
electors of the District at a Special Election to be
held in conjunction with the primary, on September 20,
19779 the proposition which would authorize lifting the
106% lid law for Whatcom County Fire Protection
District #2.
WHEREAS,in the judgement of the Board of Fire Commissioners of the
District, it is essential and necessary to maintain present quality
of service, for the protection of the public health, life and
property.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF FIRE COMMISSIONERS OF
FIRE PROTECTION DISTRICT #2, WHATCOM COUNTY, WASHINGTON AS FOLLOWS:
Section 1. For the purpose of an immediate response to emergency
calls, both fire calls and first aid calls, funds are necessary and
vital to supplement the present budget. Growth of population in the
District places a heavy burden on the Fire District with increased
emergency calls, thus necessitating replacement and purchase of new
equipment to be used by the fire fighters. Because of these reasons

District #2 find it necessary to submit to the qualified voters of
the Fire District the proposition of providing more revenue by
lifting the 106% lid law for the Fire District.
Section 2. For the purpose of providing funds for needed fire fighting
equipment, such as new fire trucks and necessary equipment for such
trucks, the District Fire Commissioners have decided to submit to the
qualified voters in the Primary Election on September 20, 1977 the
proposition of authorizing lifting of the 106% limitation for Fire
District #2.
The funds realized by lifting the 106% limitation willl also be used
to purchase such fire fighting tools as nozzles, self contained
breathing apparatus, and portable communications equipment for the
effectiveness and safety of the fire fighters.
The proposal, if authorized by the voters of Fire District #2, will
place additional revenue into the Fire District's Expense Fund and
will be paid by the property owners of the District at the rate of
•49544 cents for $1000.00 (ONE THOUSAND DOLLARS) of assessed valuation,
increasing the Levy Rate from .50456 to 1.00 Mills.

Section 3. There shall be submitted to the qualified electors of the
District, for their ratification or rejection, at a Special Election
to be held in conjunction with the regular Primary Election therein,
on September 20, 1977, the question of whether or not the 106%
limitation currently in effect shall be lifted from the Fire District,
and the Board of Fire Commissioners hereby declares that an emergency
exists and the Manager of Records and Elections of Whatcom County,
Washington as exofficio County Supervisor of Elections, is hereby
requested to find that an emergency exists, to call said Special
Election, as aforesaid, in the form of a ballot title substantially
as follows:
