Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom
County, Washington, we the undersigned, C. J. Johnson, Chairman of the
Board of County Commissioners of said County and David S. Mc EAchran, Prose-
cuting Attorney of said County, now meet with Wella Hansen for the purpose
of canvassing the votes cast in the County of Whatcom, at the General and
Special Election held on Tuesday, November 8, 1977, as shown on the poll books.

The result of said canvass as found and determined by us is set, -,forth
in Whatcom County Elections Records, Volume 4, Pages 112 through 114, is a
true and correct canvass of the votes, except as modified by the votes of
the absentee voters, polled in the County of Whatcom,. State of Washington at
the General and Special Election held in that County on the second Tuesday,
being the 8th day of November, 1977, as taken from the official returns.
That said statement and returns contain all the propositions and names
of all contestants together with the title of the office sought and the
number of votes received.
That the total number of registered voters in the voting precincts of
Whatcom County, as reported was 49,178, and the number voting at the polls
was 21,391 and 1,986 by absentee ballots.

Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom
County, Washington, we the undersigned, C. J. Johnson, Chairman of the Board
of County Commissioners of said County, and David S. Mc Eachran, Prosecuting
Attorney of said County, now meet with Wella Hansen, County Auditor of said
County, at the County seat of said County on the 30th day of November, 1977
for. `.he purpose of canvassing the votes cast in the County of Whatcom, at
the General and Special Election held on Tuesday, November 8, 1977. The
absentee votes numbering 1,986, having heretofore on November 14, 1977 been
opened and added to the figures. Wella Hansen, County Auditor as aforesaid,
now makes oath as follows:

We the undersigned, do hereby certify that the foregoing pages in Whatcom
County Elections Records, Volume 4, Pages 109 through 112, is a true and
correct canvass of the votes, except as modified by the votes of the absentee
voters, polled -An the City of Bellingham, City of Blaine, City of Everson,
Town of Ferndale, City of Lynden, Town of Nooksack and Sumas.City, County of
Whatcom, State of Washington, at the General and Special Election held in
these cities on the second Tuesday, being the 8th day of November, 1977, as
taken from the official returns.
That said statement and returns contain the names of all contestants
rogether with the title of the office sought and the number of votes received.
That the total number of registered voters in the voting precincts of
the City of Bellingham, as reported as 23,229 and the number voting at the polls!
was 9,497 and 1,051 by absentee ball"ots. That number of registered voters -in !
the voting precincts of the City of Blaine was 1,058 and the number votigg
at the polls was 512 and 38 absentee voter. That the total number of
registered'voters in the voting precinct of the City of Everson was 401 and
the number voting at the polls was 211 and 23 absentee votes. That the number
-of registered voters in the Town of Ferndale precincts was 1,412-and the number
voting at the polls was 687 and 45 absentee votes. That the total number of
registered voters in the City of Lynden precincts was 2114 and the number
_voting at the polls was 1,163 and 102 by absentee ballot. That the number of
registered voters in the Town of Nooksack was 190 and .the number voting at
the polls was 106 and 7 by absentee ballot. That the number of registered
voters in the voting precinct of the City of Sumas was 345 and the number
voting at the polls was 180 and 17 by absentee ballot.

RESOLUTION NO. 151
A RESOLUTION TO PUT BEFORE THE VOTERS OF THE CITY OF EVERSON, A BOND ISSUE
FOR THE PURPOSE OF FIRE PROTECTION FOR THE CITY.
WHEREAS, the City of Everson, situated within Whatcom County Fire Protection
District No. 1 is not assessed in tax monies for fire protection, and
WHEREAS, the City of Everson must contract with Whatcom County Fire Protection
District No. 1 for fire protection, and
WHEREAS, it is very probable that the City of Everson will lose a large sum of
money if the sales tax on foods is repealed, and
WHEREAS, Whatcom County Fire Protection District No. 1 must, out of necessity,
charge the City for fire protection, an amount equivalent to tax revenues
received from residents of the Fire District,
NOW THEREFORE, BE IT RESOLVED, that there be called an election on the 8th
day of November, 1977 for the purpose of submitting to the qualified electors
within the City of Everson, the question of issuing general obligation bonds
to raise funds in the approximate amount of $45,000.00 for the purpose of paying
for fire protection until other sources ofPevenue are available. Bonds will be
paid off over a period of ten (10) years, including the cost, principal and
interest of such bonds.
BE IT FURTHER RESOLVED that an additional tax levy is required annually over
a period of ten years to produce funds sufficient to repay the principal and
interest of such general obligation bonds.
BE IT FURTHER RESOLVED that the City of Everson has reserved the right to
redeem any or all of the outstanding bonds of this issue, at par plus accrued
interest, in reverse numerical order, on any interest payment due on or after
five years from date hereof, if funds permit.
The ballots shall set forth the proposition authorizing excess annual tax
levies to provide principal and interest at a rate not to exceed per
annum for ten year general obligation bonds to produce these necessary funds
in substantially the following form, to wit:

A RESOLUTION SETTING A SPECIAL ELECTIDN FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED ELECTORS OF WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 1, THE
QUESTION OF ISSUING GENERAL OBLIGATION -BONDS TO RAISE FUNDS TO ACQUIRE LAND
AND CONSTRUCTION OF A BUILDING IN WHICH TO HOUSE FIRE FIGHTING EQUIPMENT.
WHEREAS, Whatcom County Fire Protection District No. 1 Commissioners have
deemed it necessary to find larger quarters in which to house fire fighting
equipment for the Everaon Station.
NOW THEREFORE BE IT RESOLVED , that there be called a Special Election to be
held the 8th day of November, 1977 for the purpose of submitting to the
qualified electors *ithin Whatcom County Fire Protection District No. 1 the
question of issuing general obligation bonds to raise funds in the approximate
amount of $205,000.00 for the purpose of acquiring land and construction of a
building in which to house fire fighting equipment for the Everson Station of
Whatcom County Fire Protection District No. 1. Bonds will be paid off over
a period of ten (10) years, including the cost, principal and interest of such
bonds.
BE IT FURTHER RESOLVED that an additional tax levy is required annually over
