Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom
County, Washington, we the undersigned, C. J. Johnson, Chairman of the
Board of County Commissioners of said County and David S. Mc EAchran, Prose-
cuting Attorney of said County, now meet with Wella Hansen for the purpose
of.canvassing the votes cast in the County of Whatcom, at the General and
Special Election held on Tuesday, November 8, 1977, as shown on the poll books.
Wella Hansen, County Auditor as aforesaid, now makes oath as follows:

I, Wella Hansen, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election returns of
the County of Whatcom have been in no wise altered by additions or erasures,
and that they are the same as when I received them, except that the votes
of the absentee voters have been added, SO HELP ME GOD..

Shall Whatcom County Fire Protection District No. 7.,
Ferndale, Washington, be authorized to increase its
regular property tax levy to .89219 per thousand
dollars of assessed value commencing with collection
in 1979.
(This shall not be construed to authorize an excess
levy, and shall be subject to otherwise applicable
statutory limits.)

The result of said canvass as found and determined by us is set -forth
in Whatcom County Elections Records, Volume 41 Pages 112 through 114, is a
true and correct canvass of the votes, except as modified by the votes of
the absentee voters, polled in the County of Whatcom, State of Washington at
the General and Special Election held in that County on the second Tuesday,
being the 8th day of November, 1977, as taken from the official returns.
That said statement and returns contain all the propositions and names
of all contestants together with the title of the office sought and the
number of votes received.
That the total number of registered voters in the voting precincts of
Whatcom County, as reported was 49,178, and the number voting at the polls
was 21,391 and 1,986 by absentee ballots.

RESOLUTION #54
A resolution of the Board of Fire Commissioners
of Fire Protection District #7, Whatcom County,
Ferndale, Washington, providing for the submis-
sion to the qualified electors of the district
at a General Election on November 8, 1977, the
proposition which would authorize the lifting
of the 106% lid law for Whatcom County Fire
Protection District V .
WHEREAS, in the judgement of the Board of Fire Commissioners of
the District, it is essential and necessary for the protection
of the public health, life, and property that fire fighters be
maintained, that necessary fire fighting equipment be purchased,
that necessary land be purchased and that necessary stations be
constructed.
The funds realized by lifting of the 106% limitations will also
be used to purchase such fire fighting tools as nozzles, self-
contained breathing apparatus, radio communications and replac-
ing •some of the older fire pumpers and tankers.
The proposal, if authorized by the voters of Fire District #7,
will place additional revenue into the Fire District's Expense
Fund and will be paid by the property owners of the District at
the rate of 56.882 cents for $1,000.00 (ONE THOUSAND DOLLARS) -of
Assessed Valuation, increasing the Levy Rate from .32337 to
.89219 Mills.
There shall be submitted to the qualified voters of the District,
for their ratification or rejection, at the Special Election to
be held in conjunction with the regular General Election therein,
on November 8, 1977, the question of whether or not the 106%
limitation currently in effect shall be lifted from the Fire Dis-
trict. and the Board of Fire Commissioners hereby requests the
County Supervisor of Elections to call said Special Election as
aforesaid, in the form of a ballot title substantially as follows:
