Office of the Auditor of Whatcom County, Washington Bellingham, Washington October 5, 1976 Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom County, Washington, we the undersigned, C. J. Johnson, Chairman of the Board of County Commissioners of said County, and David S. Mc Eachran, Prosecuting Attorney of said County, now meet with Wella Hansen, County Auditor of said - County for the purpose of canvassing the votes cast in all of the precincts comprising the Whatcom County Fire Protection District No. 13 and the Whatcon County Fire Protection District No. 14, as shown on the Poll Books in Whatcon County, Washington. Witness our hand and official seal this 5th day of October, 1976 Chairm and of County Comm- issio r , Whatcom County Prosecuting Attorney Whatcom Co' Auditor of Whatcom County FIRE PROTECTION DISTRICT # 13 WHATCOM COUNTY, WASHINGTON RESOLUTION # 8 A Resolution of the Board of Fire Commissioners of Fire Pro- tection District # 13, Whatcom County, Blaine, Washington, providing for the submission to the qualified electors of the District at^a,Special Election on September 21, 1976, the proposition which would authorize lifting the lOEfJ lid law for Whatcom County Fire Protection District # 13- WHEREAS, in the judgement of the Board of Fire Commissioners of the District, it is essential and necessary for the protection of the public health, life and property that paid firefighters be maintained by the Fire District to supplement the Volunteer Fire Fighters in the Department, and that necessary fire fighting equipment be purchased. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF FIRE COMMISSIONERS OF FIRE PROTECTION DISTRICT # 13, WHATCOM COUNTY, WASHINGTON AS FOLLOWS: Section 1. For the purpose of an immediate daytime response to emergency calls, both fire calls and first aid calls, funds are necessary and vital to supplement the present budget to allow for salaries of paid fire fight- ers, formerly paid by Federal Funds through the CETA Programs. This is necessary because of the shortage of volunteers in the Fire District during the weekdays. Growth of population in the District places a heavy burden on the Fire District with increased emergency calls, thus necessitating re- placement and purchase of new equipment to be used by the fire fighters. Because of these reasons the Board of Fire Commissioners of Whatcom County Fire Protection District # 13 find it necessary to submit to the qualified voters of the Fire District the proposition of providing more revenue by lifting the 106% lid law for the Fire District. Section 2. For the purpose of providing funds to defray the costs of salaries of formerly Federally funded fire fighters employed by the Fire District, the District Flra�Qemmissioners have decided to submit to the qualified voters in the Primary Election on September 21, 1976 the prop- osition of authorizing lifting of the 10% limitation for Fire District # 13. The funds realized by lifting of the 106%o limitation will also be used to purchase such fire fighting tools as nozzles, self contained breathing apparatus, and portable communications equipment for the effectiveness and safety of the fire fighters. The proposal, if authorized by the Voters of Fire District # 13, will place additional revenue into the Fire District's Expense Fund and will be paid by the property owners of the District at the rate of .08095 cents for $1000.00 (ONE THOUSAND DOLLARS) of Assessed Valuation, increasing the Levy Rate from .91905 to 1.00 Mills. Section 3. There shall be submitted to the qualified electors of the District, for their ratification or rejection, at a Special Election to be held in conjunction with the regular Primary Election therein, on September 21, 19769 the question of whether or not the 106% limitation currently in effect shall be lifted from the Fire District, and the Board of Fire Commissioners hereby declares that an emergency exists and the Manager of Records and Elections of Whatcom County, Washington as exmfficio County Supervisor of Elections,c,is hereby requested to find that an emerg- ency exists, to call said Special Election,,.%as afoesaid, in the form of a ballot title substantially as follows: -1- AUTHORIZING PROPERTY TAX LEVY Small Vhatcom County Fire Protection District # 13, Blaine, Washington, be authorized to increase its regular property tax levy to $1.00 per thousand dollars of assessed ,value commencing with collection in 1977?
