Office of the Auditor of Whatcom County, Washington Bellingham, Washington October 5, 1976 Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom County, Washington, we the undersigned, C. J. Johnson, Chairman of the Board of County Commissioners of said County, and David S. Mc Eachran, Prosecuting Attorney of said County, now meet with Wella Hansen, County Auditor of said County for the purpose of canvassing the votes cast in all of the precincts comprising the Whatcom County Sewer District No. 2, as shown on the Poll Books in Whatcom County, Washington. COUNTY OF WHATCOM } The undersigned, being the officers designated by the law and constitut- ing the Canvassing Board in and for Whatcom County Sewer District No. 2, Whatcom County, State of Washington, hamming met for the purpose of canvassing the votes concerning the following proposition: PROPOSITION NO. 1 Submitted by Sewer District No. 2 SEWER DISTRICT EXCESS LEVY Shall the Whatcom County Sewer District No. 2 authorize the Commissioners of Whatcom County, Washington to levy an additional tax of $1.25 per $1,000 of assessed value in the District for the purpose of developing a comphrehensive plan for a sanitary sewer system in said District as more specifically provided in a reso- lution of the Commission of said District, adopted July 28, 1976? A RESOLUTION of the Commissioners of Whatcom County Sewer District No. 2, providing for submission to the voters of said District at a special election to be held on the 21st day of September, 1976, a proposition authorizing the levy of an additional tax of approximately $1.25 per $1,000 of assessed value to provide $10,000 for the purpose of providing planning, preliminary engineering study and report and legal services for the period January 1, 1977 to December 31, 1977, to accomplish development of a comprehensive plan for a san- itary system for said District. WHEREAS, it has been determined by the Commissioners of Whatcom County Sewer District No. 2 that the sum of 810,000 in excess of millage previously voted is needed for the purpose of providing planning, preliminary engineering study and report and legal services for the period January 1, 1977 to December 31, 1977, to accomplish development of a comprehensive plan for a sanitary system for said District; and WHEREAS, there is no other source available for said re- quired funds, NOW, THEREFORE, BE IT RESOLVED by the Commissioners of Whatcom County Sewer District No. 2 as follows: Section 1. It is hereby found and declared that the necessary development of a comprehensive plan for a sanitary sewer system requires the District to submit to the qualified voters of the District for their ratifica- tion or rejection of the proposition of a special levy of $1.25 for each $1,000 of assessed value to be voted upon at the election to be held on September 21, 1976. Section 2. It is hereby found and declared that an emergency exists requiring the calling of such special election. The Auditor of Whatcom County as Supervisor of Elections is hereby requested to find the existence of such emergency and call a special election to submit to the qualified voters of the District the proposition hereinafter set forth at the special election of September 21, 1976 and the Secretary is hereby authorized and directed to certify said proposition to the Whatcom County Auditor in the form of the following ballot title: -1- ATTEST: Secre ry PROPOSITION NO. 1 Shall the Whatcom County Sewer District No. 2 authorize the Commissioners of Whatcom County, Washington to levy an additional tax of $1.25 per $1,000 of assessed value in the District for the purpose of developing a comprehensive plan for a sanitary sewer system in said District as more specifically provided in a resolution of th'e Commission of said District, adopted July A? , 1976.
