2ND DAY OF NOVEMBER, 1976, FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED ELECTORS OF BELLINGHAM SCHOOL DISTRICT NO. 501, WHATCOM
COUNTY, THE PROPOSITION TO ISSUE GENERAL OBLIGATION BONDS IN THE AMOUNT
OF $750,000 TO MAKE CAPITAL IMPROVEMENTS TO SUNNYLAND ELEMENTARY SCHOOL
AND OTHER CAPITAL IMPROVEMENTS.

Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom
County, Washington, we the undersigned, C. J. Johnson, Chairman of the
Board of County Commissioners of said County, and David S. Mc EAchran,
Prosecuting Attorney of said County, now meet with Wella Hansen, County
Auditor of said County, at the County seat of said County on the 22nd
day of November, 1976 for the purpose of canvassing the votes cast in
all the precincts comprising the Bellingham School District No. 501,
as shown on the Poll Books in Whatcom County, Washington. Wella Hansen,
County Auditor, as- aforesaid, now makes oath as follows:

I, WElla Hansen, County Auditor of Whatcom County, State of Washington
do solemnly swear that the returns purporting to be the election returns
of Bellingham,School District No. 501, Whatcom County, Washington, held
on the 2nd day of November, 1976 have been in no wise altered by additions
or erasures and that they are the same as when I received them, SO HELP
ME GOD.

Immediately after the oath by the County Auditor, the said Wella
Hansen, C.J. Johnson and David S. Mc Eachran proceed as a Canvassing
Board in and for Whatcom County to canvass the votes cast in the precincts
comprising the Bellingham School District No. 501, Whatcom County, Wash-
ington on the Z2-nd day of November, 1976.

The undersigned, being the officers designated by the law and con-
stituting the Canvassing Board in and for Bellingham School Dist. No.
501, Whatcom County ,having met for the purpose of canvassing the votes
concerning the following proposition:
PROPOSITION NO. 1
GENERAL OBLIGATION BONDS, $750,000
Shall Bellingham School District No. 501, Whatcom County,
Washington, issue its general obligation bonds, in the sum of
$750,000 payable, both principal and interest, out of annual
unlimited property tax levies, bearing interest at not to exceed
maximum legal rates and maturing in from two to fifteen years from
date of issue, to provide funds for constructing and equipping
an addition and making capital improvements to Sunnyland Elementary
School and, if funds are available, for other capital improvements
found necessary by the Board of Directors of the District?

forth herein as follows, and as recorded in Election Records, Volume
4, Page 99.

RESOLUTION NO. Ay ` �7�o
A RESOLUTION of the Board of Directors of
Bellingham School District No. 501, Whatcom
County, Washington, providing for the submission
to the qualified electors of the district at
a special election to be held therein on
November 2, 1976 of the proposition of whether
or not the district should issue its general
obligation bonds in the aggregate principal
amount of $750,000 or so much thereof as may
be issued under the laws governing the indebtedness
of school districts for the purpose of providing
funds to acquire, construct, equip and make
certain capital improvements to the facilities
of the school district.
WHEREAS, the population of Bellingham School District
No. 501, Whatcom County, Washington, has increased substantially
in the past years and is continually increasing, and, therefore,
in order to provide the students of the district with necessary
and adequate educational facilities, it is deemed necessary
that the district acquire, construct, equip and make certain
capital improvements to its facilities; and
WHEREAS, in order to provide funds to pay part of
the cost of acquiring, constructing, equipping and making said
improvements it is deemed necessary and advisable that the district
issue and sell its general obligation bonds in the aggregate
principal amount of $750,000 or so much thereof as may be issued
under the laws of the State of Washington governing the limitation
of indebtedness of school districts; and
WHEREAS, the question of whether or not the district
may issue and sell said bonds for such purposes must be submitted
to the qualified electors of the district for their ratification
or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of Bellingham School District No. 401, Whatcom County, Washington,
as follows:
Section 1. It is hereby found and declared that the
welfare of the students and other inhabitants of the district
requires the district to carry out the plans hereinafter provided
at the time or times and in the order deemed most necessary and
advisable by the Board of Directors of the district.
Section 2. The district shall construct and equip an
addition and make capital improvements to Sunnyside Elementary
School and, if funds are available, shall acquire, construct, equip
and make such other capital improvements to the facilities of the
district as are found necessary by the Board of Directors.
Section 3. For the purpose of providing funds necessary
to pay part of the cost of the improvements described in Section
2 above, the district shall issue and sell its general obligation
bonds in the aggregate principal amount of $750,000 or so much
thereof as may be issued and sold under the laws of the State
of Washington governing the limitation of indebtedness of school
districts. The balance of the cost of said improvements shall
be paid by moneys now in or to be paid into the district's Building
Fund, out of the moneys which the district may now or later have
on hand and available for such purposes, and by possible State
of Washington and United States grants of money.
Said bonds shall be sold in such amounts and at such
time or times as deemed necessary and advisable by the Board
of Directors and as permitted by law, shall bear interest at
a rate of not to exceed the maximum rate permitted at the time
said bonds are sold, and shall mature serially in such amounts
and at such time or times within fifteen years from date of
issue as authorized by the Board of Directors of the district

and as provided by law. Said bonds shall be general obligations
of the district and, unless paid from other sources, both principal
thereof and interest thereon shall be payable out of annual
tax levies to be made upon all the taxable property within the
district without limitation as to rate or amount. The exact
date, form, terms, and maturities of said bonds shall be as
hereafter fixed by resolution of the Board of Directors.
In the event the proceeds of the sale of said bonds,
plus any or all of the other moneys above -described, are insufficient
to make all of the capital improvements hereinbefore provided
for, the district shall use the available funds for paying the
cost of those improvements deemed most necessary and to the best
interests of the district by the Board of Directors.
Section 4. It is hereby found and declared that an
emergency exists requiring the submission to' the qualified electors
of the district of the proposition of whether or not the district
shall issue said general obligation bonds for their ratification
or rejection at a special election to be held therein on November
2, 1976. The Whatcom County Auditor as ex officio supervisor
of elections is hereby requested to also find the existence of
such emergency and to call and conduct said special election
to be held within the school district on said date and to submit
to the qualified electors of the district the proposition hereinafter
set forth. The Secretary of the Board of Directors is hereby
authorized and directed to certify said proposition to the county
auditor in the following form:

The polls for such special election shall be open from
7:00 o'clock A.M. to 8:00 o'clock P.M.
The Secretary of the Board of Directors is hereby
authorized to deliver a certified copy of this resolution to
the County Auditor.
PASSED by the Board of Directors of Bellingham School
District No. 501, Whatcom County, Washington, at a regular meeting
thereof held September 16, 1976.
