The Blaine School District Board of Directors, convened in
a regular meeting on September 20, 1976, has,adopted and entered
into its official minutes, the following Resolution:
RESOLUTION NO. 6-76/77
A RESOLUTION of the Board of Directors of Blaine
School District No. 503, Whatcom County,
Washington,_providing for the submission to the
qualified electors of the district at a general
election to be held therein on November 2, 1976
of a proposition authorizing the Board of
Directors of the Blaine School District to sell
the old Birch Bay School property located at the
Southeast corner of the Harbor View and Birch
Bay-Lynden Roads in Whatcom County, Washington,.
for'cash at public auction or other means
consistent with realizing the highest sales
price and placing the proceeds in the District's
building fund.
WHEREAS, it is deemed by the Board of Directors of Blaine
School District No. 503, Whatcom County, Washington, that the Dis-
trict has no need for the real property upon which the old Birch
Bay School was located, more specifically described as
One acre in the northwest corner of Government
Lot 1, Section 30, Township 40 North, Range 1
East of the Willamette Meridian, LESS ROADS AND
EXCEPT that part deeded Whatcom County to widen
road as described in Quit Claim peed bearing
Whatcom County Auditor's File No. 909799,
situated in Whatcom County, Washington, and
WHEREAS, in order to provide funds for the capital improve-
ment to other school district property; and
WHEREAS, the value of the above=described property is
found by the Board of Directors to be greater than $35,0.00.00 and
therefore the question as to whether said real property should be
sold must be submitted to the qualified electors of the district
for their approval according to the laws of the State of Washington.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of Blaine School District No. 503, Whatcom County, Washington, as
follows:
Section 1. It is hereby found and declared that the
welfare of the students and other inhabitants of the district
requires the district to carry out the plans hereinafter provided
at the time or times and in the order deemed most, necessary and
advisable by the Board of Directors of the district.
Section 2. That the district shall sell said read pro-
perty for cash at public auction or other means consistent with
realizing the highest sales price and in accordance with the laws
of the State of Washington with the proceeds of such sale to be
placed in the Building Fund of the school district to be used
for capital improvements as the Board of Directors deem necessary.
'Sectiori 3: It is herebyfound and declared that an
emergency exists requiring the submission to the qualified voters
of the district of the proposition of whether or not the district
should sell said school site for cash at public auction or other
means consistent with realizing the highest sales price at a general
election to be held within the district on November 2, 1976.
Whatcom County Auditor, as ex officio supervisor of elections in
Whatcom County is herebyy requested to find the existence of such
emergency and to call and conduct said special election to be held
within the district on that .date and to submit to the qualified
voters of the district at said general election the proposition
hereinafter set forth. The Secretary of the Board of Directors is
hereby authorized and directed to certify said proposition to the
Whatcom County Auditor in the following form:

Shall the Blaine School District Directors be authorized
to sell the old Birch Bay School property for cash pursuant
to law and place the proceeds in the District's Building Fund.

The polls of said general election shall be open from
7:00 o'clock A.M. until 8:00 o'clock P.M.
The Secretary of the Board of Directors is hereby
authorized and directed to deliver a certified copy of this
Resolution to the Whatcom County Auditor.
PASSED by the Board of Directors of Blaine School
District No. 503, Whatcom County., Washington, at a regular
meeting held this day of September, 1976.
