SMITH/HANNEGAN ROAD INTERSECTION IMPROVEMENTS FUND, REQUEST NO. 4 WHEREAS, Ordinance No. 2018-057 established the E. Smith/Hannegan Road Intersection Improvements Fund in 2018 granting expenditure authority to for the multi -year project, and; WHEREAS, the project secured $3,952,642 of outside funding commitments ($2.5 million federal Surface Transportation Block Grant funds, $1 million federal Highway Safety Improvement Program funds, and $452,642 federal Carbon Reduction Program funds), and; WHEREAS, Physical Completion of the construction contract was issued on January 22, 2025, and the project progressing through the project closeout phase, and; WHEREAS, it is necessary to supplement the project -based budget to balance the budgets of each phase of the project and return any unnecessary funds remaining in each of the project's phases back to the road fund, and; WHEREAS, the East Smith & Hannegan Road Intersection Improvements Project was confirmed as item number 5 on the Council approved 2025 Annual Construction Program, and; Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that Ordinance No 2018-057, is hereby further amended by reducing expenditure authority as described in Exhibit A, to the amended project budget total of $7,975,000 for a new total of $7,342,730. Description of request: The intersection of E. Smith and Hannegan Roads is located in Sections 28, 29, 32, 33, T39N, R3E and experiences delays due to lack of left -turn channelization on Smith Road. This project is listed #5 on the 2025 Annual Construction Program. A multi -lane roundabout has been constructed at this intersection. The construction roundabout was opened to the public on August 7, 2024, and the project was considered physically complete on January 22, 2025. This request is to balance the budgets of each project phase and return any remaining and unnecessary funds in the project -based budget back into the Road Fund. This supplemental budget request aligns with Director Kosa's Public Works Quarterly Update to Council on 5/13/2025 (AB2025-352) that project based budget clawbacks would be proposed for Road Fund allocated cash that would not be needed in 2025. The Road Fund will provide the cash needed for 2026 through the 2026 Annual Construction Program, which will be approved by Council in November 2025. Companion supplement 4995-Comp SBR to #4994- E Smith Hann Inter Fund Amend 4, returns excess funds back to the Road Fund. 1b. Primary customers: All road users who travel on the Hannegan and Smith Road corridors. 2. Problem to be solved: The main purpose of the intersection improvements was to improve traffic operations and increase multi - modal safety. 3a. Options /Advantages: N/A 3b. Cost savings: Potential costs savings are realized by an improved level of service for the motoring public and potential decrease in motor vehicle accidents. 4a. Outcomes: This project has provided a more efficient and safer intersection at the Smith and Hannegan intersection. 4b. Measures: The project was successfully constructed and was opened to the motoring public on August 7, 2024. The construction phase of the project will be partially funded by the Road Fund, but also funded by federal funds that have been secured for the project.
