INTERSECTION IMPROVEMENTS FUND; CRP #906001, REQUEST NO. 1 WHEREAS, Ordinance No. 2021-078 established the Birch Bay Lynden Rd. & Blaine Rd. Intersection Improvements Fund with an initial budget of $650,000 in local funds for work on preliminary engineering, environmental permitting, and property rights acquisition for the multi -year project, and; WHEREAS, the preliminary engineering of the Birch Bay Lynden Rd. & Blaine Rd. Intersection Improvements is approximately 60% complete, with permitting and property rights acquisition in progress, and; WHEREAS, the original property rights acquisition cost estimates have increased due to economic changes in market forces and property owner negotiations, and therefore the original estimate of $250,000 is insufficient, and; WHEREAS, it is necessary to supplement the project -based budget with additional funds for the right-of-way phase, in order to acquire the necessary property rights to construct the project, and; WHEREAS, funding for the right-of-way phase of the project will come from the Road Fund; and WHEREAS, the Birch Bay Lynden Rd. & Blaine Rd. Intersection Improvements Project was confirmed as item number 7 on the Council approved 2025 Annual Construction Program, and; WHEREAS, the project has secured $1,922,473 of outside funding commitments ($1 million federal Highway Safety Improvement Program funds, $121,396 federal Carbon Reduction Program funds, and $801,077 federal Surface Transportation Block Grant funds), and; Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that Ordinance No. 2021-078, is hereby amended by adding an additional expenditure authority, as described in Exhibit "A", to the amended project budget total of $650,000 for a new total of $800,000. Description of request: This project is located at the corners common to Sections 19, 20, 29, and 30, T40N, R1E. Intersection improvements are a compact roundabout. This is a joint project with the Washington State Department of Transportation; however, it is unlikely that they will participate as a funding source. This project is listed #7 on the 2025 Annual Construction Program. The project design is currently progressing from 60% to 90%, with permitting, utility coordination, and property right acquisition on -going. The project has secured $1,922,473 in federal funding. Construction is tentatively planned for 2026. This request is to provide additional funding needed to complete the right-of-way phase of this project. Companion supplemental 4993 provides the $150,000 of local funds from the Road Fund 1b. Primary customers: All road users who travel on the Birch Bay Lynden and Blaine Road corridors. 2. Problem to be solved: The main purpose of the intersection improvements is to improve traffic operations and increase multi - modal safety. 3a. Options /Advantages: N/A 3b. Cost savings: Potential costs savings are realized by an improved level of service for the motoring public and potential decrease in motor vehicle accidents. 4a. Outcomes: This project will provide a more efficient and safer intersection at the Birch Bay Lynden and Blaine Road intersection. 4b. Measures: The measures of success will be obligation of construction grant funds when Right -of -Way is certified and environmental permits are signed off by FHWA and WSDOT. 5a. Other Departments/Agencies: N/A 5b. Name the person in charge of implementation and what they are responsible for.
