Call To Order
Roll Call
Council Chair Kaylee Galloway called the meeting to order at 1:01 p.m. in a
hybrid meeting.
Present: 6 - Barry Buchanan, Todd Donovan, Ben Elenbaas, Kaylee Galloway, Jon Scanlon,
and Mark Stremler
Absent: 1 - Tyler Byrd
Announcements
Committee Discussion
Attorney Present: Kim Thulin and Chris Quinn.
Galloway stated that discussion of agenda item one and two may take place
in executive session pursuant to RCW 42.30.110(1)(i) and RCW
42.30.110(1)(f) respectively. Executive session will conclude no later than
2:10 p.m. If the meeting extends beyond the stated conclusion time, the
Council chair will make a public announcement.
Donovan moved to go into executive session until no later than 2:10 p.m. to
discuss the agenda item(s) pursuant to the RCW citation(s) as announced by
the Council Chair. The motion was seconded by Buchanan.
The motion carried by the following vote:
Aye: 6 - Buchanan, Donovan, Elenbaas, Galloway, Scanlon, and Stremler
Nay: 0
Absent: 1 - Byrd
Councilmembers entered executive session at 1:03 p.m.
1. AB2025-074 Discussion with Pacifica Law Group, LLP, regarding legal services related to Initiative
2024-01 [Discussion of this item may take place in executive session (closed to the
public) pursuant to RCW 42.30.110(1)(i)]
This agenda item was DISCUSSED.
2. AB2025-316 Discussion with Kristin Anger from Summit Law regarding complaints or charges
brought against a public officer or employee. [Discussion of this item may take place
in executive session (closed to the public) pursuant to RCW 42.30.110(1)(f)]
