Committee Chair Barry Buchanan called the meeting to order at 11:33 a.m.
in a hybrid meeting.
Present: 3 - Barry Buchanan, Tyler Byrd, and Jon Scanlon
Also Present: Todd Donovan, Ben Elenbaas, Kaylee Galloway, and Mark Stremler

Special Presentation
1. AB2025-014 Report from District Court
Jake Wiebusch, District Court Administrator, read from a presentation (on
file) and answered questions. He discussed with councilmembers what kind
of civil cases they are seeing since civil filings have increased 34 percent
compared to the six -year pre-COVID-19 average, and the complexity of the
cases has increased. He stated the complexity comes in the form of extra
steps that staff have to take. He answered how many warrants were quashed
at the three warrant quash events in the last six months, and stated there
were around 50.
Byrd asked whether they could get a presentation regarding the new 9-1-1
call center and where it is in the process.
Jonathan Rands, District Court Judge, spoke about the District Court team
and answered questions about warrant quashes.
