Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway, Jon Scanlon, and Mark Stremler Announcements Committee Discussion Attorneys Present: Christopher Quinn and Kellen Kooistra, Prosecuting Attorney's Office, and Dennis McLerran of Cascadia Law. Galloway stated that discussion of agenda item one and two may take place in executive session pursuant to RCW 42.30.140(4)(a) and RCW42.30.110 (1) (i) respectively. Executive session will conclude no later than 9:45 a.m. If the meeting extends beyond the stated conclusion time, the Council chair will make a public announcement. Byrd moved to go into executive session until no later than 9:45 a.m. to discuss the agenda items pursuant to the RCW citations as announced by the Council Chair. The motion was seconded by Scanlon. The motion carried by the following vote: Aye: 7 - Buchanan, Byrd, Donovan, Elenbaas, Galloway, Scanlon, and Stremler Nay: 0 Councilmembers entered executive session at 8:33 a.m. AB2025-265 Update on negotiations and planning strategy discussion regarding collective bargaining [Discussion of this item may take place in executive session (closed to the public) pursuant to RCW 42.30.140(4)(a)] This agenda item was DISCUSSED. 2. AB2025-251 Discussion with Mark Personius, Director, Whatcom County Planning and Development Services, Kellen Kooistra, Whatcom County legal, and Dennis McLerran of Cascadia Law, outside counsel for Whatcom County, regarding Petrogas code compliance and enforcement. [Discussion of this item may take place in executive session (closed to the public) pursuant to RCW42.30.110 (1) (i)] This agenda item was DISCUSSED.
