Description of request: This project is located on North Fork Road crossing Kenney Creek in Section 22, T39N, R5E of Whatcom County. This project will replace the existing 5-foot diameter culvert that has been identified as a barrier to fish passage with a new 115-foot span bridge structure and removal of a poorly functioning fishway. This project is listed as Item No. B12 on the 2025-2030 Six Year Transportation Improvement Program. 1b. Primary customers: General public, emergency services and residents of this area of Whatcom County. 2. Problem to be solved: This project will replace the existing culvert which has been identified as a barrier to fish passage and poorly functioning fishway with a new bridge structure which will allow for unrestricted fish passage. Whatcom County has a legal commitment to address fish passage barriers within our existing road network. 3a. Options /Advantages: N/A 3b. Cost savings: Transfer $937,811 back to the road fund due in part to a competitive bid being submitted for construction below the engineer's estimate and additional state funding that has been secured for the project. 4a. Outcomes: The project will be successfully delivered and the fish passage barrier removed in 2025. 4b.
