We amended Precinct 127, 128, 130, 601, 605, 609, 610, and 611. If approved the maps will be added and substituted to the "Book of Election Precinct Maps," and available through the Whatcom County Council Office and online at the Whatcom County Auditor's Office, Election Division, website. HISTORY OF LEGISLATIVE FILE Date: Acting Body: Action: Sent To: 03/25/2025 Council INTRODUCED FOR PUBLIC Council Finance and HEARING Administrative Services Committee Aye: 6 Buchanan, Byrd, Elenbaas, Galloway, Scanlon, and Stremler Nay: 0 emp Absent: 1 Donovan 04/15/2025 Council ADOPTED Aye: 7 Buchanan, Byrd, Donovan, Elenbaas, Galloway, Scanlon, and Stremler Nay: 0 Whatcom County Page 1 Printed on 411612025 Agenda Bill Master Report Continued (AB2025-231) 04/15/2025 Council Finance and Administrative RECOMMENDED FOR Services Committee ADOPTION Aye: 3 Byrd, Donovan, and Buchanan Nay: 0 Attachments: Proposed Ordinance, Precinct Maps, Notice of Hearing after 3.25.2025 Whatcom County Page 2 Printed on 411612025 PROPOSED BY: AUDITOR INTRODUCTION DATE: March 2025 ORDINANCE NO. 2025-019 REPLACING WHATCOM COUNTY CODE SECTION 1.14, ELECTORAL PRECINCTS, WITH NEWLY ESTABLISHED VOTING PRECINCT BOUNDARIES FOR WHATCOM COUNTY WHEREAS, we have been notified that precinct boundary line adjustments are needed due to annexations in the city of Lynden; and WHEREAS, the following precincts have external boundary changes: 127, 128, 601, 605, and 611; and WHEREAS, the following surrounding individual precinct pages have been replaced to reflect changes displayed in the outlying areas: 130, 609, 610; and WHEREAS, RCW 29A.16.050(1) requires every voting precinct must be wholly within a single congressional district, a single legislative district and a single district of the county legislative authority; and WHEREAS, RCW 29A.16.040(2) limits precinct size to 1,500 registered voters; and WHEREAS, RCW 29A.16.040 provides the county legislative authority shall divide the county into precincts and establish boundaries for the precincts; and this statute further provides that no precinct boundary changes may be made starting seven (7) days prior to the first day candidates may file for the primary election through the period ending with the general election; and WHEREAS, RCW 29A.16.070 provides the County Auditor shall transfer and notify any registered voters that may be affected by the change in boundaries. NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the change to the 'Book of Election Precinct Maps," affecting Precinct 127, 128, 130, 601, 605, 609, 610, and 611 shall be adopted and substituted into the "Book of Election Precinct Maps;" said revised Book of Maps is available through the Whatcom County Council Office and online through the Election page at the Whatcom County Auditor's Office homepage.
