Roll Call
Council Chair Kaylee Galloway called the meeting to order at 9:01 a.m. in a
hybrid meeting.
Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway,
Jon Scanlon, and Mark Stremler
Announcements
Committee Discussion
Attorney Present: Jesse Corkern.
Galloway stated that discussion of agenda item one, two, and three may take
place in executive session pursuant to RCW 42.30.110 (1)(f), RCW
42.30.110 (1)(i), and RCW 42.30.110 (1)(i) respectively. Executive
session will conclude no later than 10:10 a.m. If the meeting extends
beyond the stated conclusion time, the Council chair will make a public
announcement.
Byrd moved to go into executive session until no later than 10:10 a.m. to
discuss the agenda item(s) pursuant to the RCW citation(s) as announced by
the Council Chair. The motion was seconded by Donovan.
The motion carried by the following vote:
Aye: 7 - Byrd, Donovan, Elenbaas, Galloway, Stremler, and Buchanan
Nay: 0
Out of the Meeting: 1 - Scanlon
Councilmembers entered executive session at 9:04 a.m.
1. AB2025-193 Discussion of employment complaint procedures and recent employment
investigations, as per Whatcom County Charter Section 2.21 Council Subpoena
Powers [Discussion of this item may take place in executive session (closed to the
public) pursuant to RCW 42.30.110 (1)(f)]

2. AB2025-202 Discussion of pending litigation and mediation with Civil Deputy Prosecutor, Jesse
Corkem, re; Joyce R. Cheney, Plaintiff vs. Whatcom County, Defendant, Skagit
County Superior Court Case No. 21-2-00113-29. [Discussion of this item may take
place in executive session (closed to the public) pursuant to RCW 42.30.110 (1)(i)]
