Present: 3 - Todd Donovan, Kaylee Galloway, and Mark Stremler Also Present: Barry Buchanan, Tyler Byrd, Ben Elenbaas, and Jon Scanlon Announcements Committee Discussion and Recommendation to Council AB2025-171 Resolution amending the 2006 Birch Bay Comprehensive Stormwater Plan to include four Subwatershed Master Plans (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) The following people briefed the Councilmembers and answered questions: • Holly Faulstich, Public Works Department • Kraig Olason, Public Works Department Faulstich gave a history of the 2006 Birch Bay Comprehensive Stormwater Plan, the formation of the Birch Bay Watershed & Aquatic Resources Management (BBWARM) district, the objectives of the four sub -watershed master plans, and the capital projects contained in the those plans. She stated the sub -watershed master plans are the update to the Comprehensive Stormwater Plan. Olason answered questions about the date of the plan, and stated they update the projects. He spoke about how the cost of housing is considered in the plan, and that they share the information with developers to inform them about where there might be complications in a given area and what areas would be more cost effective to develop. He answered what groups vote on the plan, and stated it goes through the advisory committee for the BBWARM district. He spoke about what would happen with the plan or some of the capital projects if they see population and job growth in the Birch Bay watershed, and whether sea level rise is factored into this work. Stremler moved that the Resolution (FCZDBS) be RECOMMENDED FOR APPROVAL.
