SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
In tandem with the ordinance establishing the project -based budget for the East Whatcom Regional
Resource Center Sports Court, this proposal requests that a loan shall be made from the Public Utilities
hnprovement fund to bridge funding for the project. Please see attached,

ORDINANCE NO. 2025-016
ORDINANCE AUTHORIZING AN INTERFUND LOAN TO DEVELOP A MULTI -USE SPORTS
COURT AT EAST WHATCOM REGIONAL RESOURCE CENTER
WHEREAS, the County has identified a longstanding need for organized athletic facilities
in the areas of Kendall and Peaceful Valley and no similar facility exists to serve these areas,
and,
WHEREAS, the East Whatcom Regional Resource Center (EWRRC) has been identified
as an ideal host for the construction of sports courts due to its location and proximity to the
community in need; and,
WHEREAS, the County has been awarded the Community Outdoor Athletic Facility
(COAF) Grant from the State of Washington's Recreation and Conservation Office (RCO), to
reimburse the expenses incurred for this project up to $1,192,500 upon completion of the
project; and,
WHEREAS, the County will establish the East Whatcom Regional Resource Center
Sports Court project based budget to account for project revenues and expenditures with an
estimated project cost of $1,199,500; and,
WHEREAS, the East Whatcom Regional Resource Center Sports Court project based
budget does not have adequate cash to support this project; and,
WHEREAS, the East Whatcom Regional Resource Center Sports Court project based
budget will have sufficient cash to repay the loan after being reimbursed for eligible project
expenditures from the COAF RCO grant; and,
WHEREAS, the Public Utilities Improvement Fund (3242) was developed for the use of
rural sales tax to stimulate economic growth in rural counties; and,
WHEREAS, the Public Utilities Improvement Fund has sufficient cash reserves to provide
a loan; and,

NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a loan
shall be made from the Public Utilities Improvement fund to the East Whatcom Regional
Resource Center Sports Court project budget, in the amount of $1,199,500. No interest shall be
charged on the loan. The loan shall be repaid by the project budget in full, no more than two
years after the loan has been made.
