Present: 3 - Jon Scanlon, Mark Stremler, and Ben Elenbaas Also Present: Barry Buchanan, Tyler Byrd, Todd Donovan, and Kaylee Galloway Announcements Committee Discussion 1. AB2025-139 Discussion of a proposed resolution vacating a portion of Camp 2 Road Andrew Hester, Public Works Department, briefed the Councilmembers and stated staff is recommending that the portion of road be vacated. He answered whether the house, shown on the engineer's report, is already there, and stated the house has been there for a while, but it may not show up on the County's parcel viewer. Councilmembers discussed the property and that this will require a public hearing. This agenda item was DISCUSSED. 2. AB2025-148 Discussion of ordinance adopting amendments to Whatcom County Code 24.05, Onsite Sewage System Regulations Hayli Hruza, Health and Community Services, read from a presentation (on file) on a timeline of how they got to this point and a summary of the major changes to the code in this ordinance. She and Councilmembers discussed that there are three deadlines for new State rules to go into effect, that it is the Public Works Department (along with a conglomerate of a lot of different entities) that runs the pollution identification and control program, whether any of the proposed changes make things less costly for the homeowner or make housing more affordable, that there are statewide programs available for low income households to help with some of the changes, and whether this item should have a public hearing even though it is not required. This agenda item was PRESENTED AND DISCUSSED.
