Call To Order
Roll Call
Council Chair Kaylee Galloway called the meeting to order at 9:52 a.m. in a
hybrid meeting.
Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway,
Jon Scanlon, and Mark Stremler
Announcements
Committee Discussion
Attorneys Present: George Roche, Jesse Corkern, and Paul Lawrence
(Pacifica Law Group).
Galloway stated that discussion of agenda items one, two, and three may
take place in executive session pursuant to RCW 42.30.110 (1) (i), RCW
42.30.110 (1) (i), and RCW 42.30.110(1)(i) respectively. Executive
session will conclude no later than 10:35 a.m. If the meeting extends
beyond the stated conclusion time, the Council chair will make a public
announcement.
Donovan moved to go into executive session until no later than 10:35 a.m.
to discuss the agenda item(s) pursuant to the RCW citation(s) as announced
by the Council Chair. The motion was seconded by Byrd.
The motion carried by the following vote:
Aye: 7 - Buchanan, Byrd, Donovan, Elenbaas, Galloway, Scanlon, and
Stremler
Nay: 0
Councilmembers entered executive session at 9:56 a.m.
At 10:36 a.m., the Council Chair announced that the executive session will
extend to no later than 10:45 a.m.
At 10:46 a.m., the Council Chair announced that the executive session will
extend to no later than 10:55 a.m.
The councilmembers reconvened in the chambers at 10:55 a.m.
AB2025-002 Discussion of pending litigation with Civil Deputy Jesse Corkern and outside counsel,
Shane Brady: Michael Dull, an individual, Plaintiff vs. Whatcom County, et al.,
Defendants, Whatcom County Superior Court Case No. 24-2-02016-37 [Discussion
of this item may take place in executive session (closed to the public) pursuant to
