ORDINANCE NO. 2024-068
ORDINANCE AMENDING THE PROJECT BUDGET FOR THE HOVANDER
PARK BUILDING IMPROVEMENTS PROJECT, REQUEST NO. 3
WHEREAS, this fund was established by Ordinance No. 2016-055 to demolish two
deteriorated buildings that posed safety hazards and to construct a new Parks shop
building; and
WHEREAS, flooding in the area of the originally planned shop building site
postposed the project; and
WHEREAS, in accordance with Charter Section 6.80 Lapses of Appropriations,
the remaining original project budget of $242,292 lapsed due to no expenditure of funds
being made for three years; and
WHEREAS, solutions including repairing the existing shop or retrofitting an existing
residential building are not viable due to flooding concerns; and
WHEREAS, design and construction of a new building is the recommended option
as a structure can be located outside of the flood plain of the Nooksack River; and
WHEREAS, the project has a total estimated cost of $1,745,000; and
WHEREAS, the project has progressed into the construction phase and needs
further funding; and
WHEREAS, funding for these improvements is available in the Real Estate
Excise Tax II Fund;
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
Ordinance 2016-055 is hereby amended by adding $1,415,000 of expenditure authority, as
described in Exhibit A, to the current project budget amount of $281,378, for a total project
