ORDINANCE AMENDING THE 23-HOUR CRISIS RELIEF CENTER PROJECT FUND,
REQUEST NO. 1
WHEREAS, Ordinance No. 2024-010 established the 23-Hour Crisis Relief Center Project
Fund, granting expenditure authority of $1,000,000 for the pre -development phase of the project
using local Behavioral Health Funds, and
WHEREAS, the project is progressing from the pre -development phase into design and
construction phases of the project, and
WHEREAS, the project fund needs $1,000,000 in funding for design and construction
phases of the project, and
WHEREAS, the County has received approximately $2 million dollars in Opioid Settlement
dollars currently housed in the General Fund, and
WHEREAS, Opioid Settlement Dollars are eligible and available for this purpose, and
WHEREAS, the Administration would like to pledge $1 million of the Opioid Settlement
dollars to the 23-Hour Crisis Relief Center Project,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that Ordinance No.
2024-010 is hereby amended adding $1,000,000 of expenditure authority, as described in
Exhibit A, to the current project budget total of $1,000,000 for a new total of $2,000,000.
