ORDINANCE AMENDING THE PROJECT BASED BUDGET FOR THE GOSHEN
ROAD/ANDERSON CREEK BRIDGE NO. 248 REPLACEMENT FUND, REQUEST NO. 1
WHEREAS, the Goshen Road/Anderson Creek Bridge No. 248 Replacement project is
Item Number B6 on the 2024-2029 Six Year Transportation Improvement Program; and
WHEREAS, ordinance 2021-079 established the Goshen Road/Anderson Creek Bridge
No. 248 Replacement fund with an initial budget of $500,000 in federal bridge replacement
funds for work on preliminary engineering, environmental permitting and real estate
acquisition; and
WHEREAS, Whatcom County has been awarded $4,019,960 in federal bridge
replacement funds for this project; and
WHEREAS, Whatcom County and the Washington State Department of Transportation
have entered into a local agency agreement to obligate federal funds for the preliminary
engineering phase of the project in July of 2020; and
WHEREAS, preliminary engineering, environmental permitting, and real estate work
on this project have been delayed due to the 6PPD issue (commonly referred to as tire dust);
and
WHEREAS, due to these delays additional funds are required to complete the
preliminary engineering phase of the project; and
WHEREAS, this is a multi -year capital project requiring budget approval,

NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
Ordinance No. 2021-079 is hereby further amended adding $200,000 of expenditure
authority, as described in Exhibit A, to the original project budget total of $500,000 for a new
total of $700,000.
