Call To Order
Roll Call
Council Vice Chair Kaylee Galloway called the meeting to order at 1:02
p.m, in a hybrid meeting.
Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway,
Jon Scanlon, and Mark Stremler
Announcements
Committee Discussion
Attorney Present: Paul Lawrence, Pacifica Law Group.
Galloway stated that discussion of agenda item one may take place in
executive session pursuant to RCW 42.30.110(1)(i). Executive session will
conclude no later than 1:35 p.m. If the meeting extends beyond the stated
conclusion time, the Council vice chair will make a public announcement.
Donovan moved to go into executive session until no later than 1:35 p.m. to
discuss the agenda item(s) pursuant to the RCW citation(s) as announced by
the Council vice chair. The motion was seconded by Buchanan.
The motion carried by the following vote:
Aye: 7 - Buchanan, Byrd, Donovan, Elenbaas, Galloway, Scanlon, and
Stremler
Nay: 0
Councilmembers entered executive session at 1:05 p.m.
At 1:35, the Council vice chair announced that the executive session would
extend to no later than 1:45 p.m.
AB2024-670 Discussion with Pacifica Law Group, LLP regarding legal services for the Whatcom
County Council related to Initiative 2024-01 [Discussion of this item may take place
in executive session (closed to the public) pursuant to RCW 42.30.110(i)(i)]
