Clerk's note: Councilmember Byrd was out of the meeting for the roll call and the vote but was present for the discussion. Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway, Jon Scanlon, and Mark Stremler Announcements Discussion and Action 1. A1120.2-4-5416 Discussion with Pacifica Law Group, LLP regarding legal services for the Whatcom County Council for pre -election review of Initiative 2024-01 [Discussion of this item may take place in executive session (closed to the public) pursuant to RCW 42.30.110(1)(i)] Attorney Present: Paul Lawrence, Pacifica Law Group, LLP. Buchanan stated that discussion of agenda item one may take place in executive session pursuant to RCW 42.30.110(1)(i). Executive session will conclude no later than 2:05 p.m. If the meeting extends beyond the stated conclusion time, the chair will make a public announcement. Donovan moved to go into executive session until no later than 2:05 p.m. to discuss the agenda item pursuant to the RCW citation as announced by the Council Chair. The motion was seconded by Galloway. The motion carried by the following vote: Aye: 7 - Donovan, Galloway, Scanlon, and Buchanan Nay: 2 - Elenbaas and Stremler Out of the -rneeting: i - Byrd Buchanan stated the Council may take action following the executive session. The executive session adjourned at 2:01 p.m. and Councilmembers reconvened in the special meeting. Buchanan called the Special Council meeting back to order at 2:04 p.m. This agenda item was DISCUSSED. There was no other business. The meeting adjourned at 2:04 p.m. The County Council approved these minutes on September 24, 2024.
