Resolution amending the 2024 Flood Control Zone District and Subzones Budget, request no. 5, in the
amount of $257,550 (Council acting as the Whatcom County Flood Control Zone District Board of
Supervisors)
SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Supplemental no. 5 requests from the Flood Control Zone District Fund to appropriate $7,550 from
Samish Watershed Subzone to Maintenance & Operation due to an increase in labor costs. This
request also appropriates $250,000 from Natural Resources to Maintenance and Operation via DOE
grants for Adjudication technical assistance and Ecology collaboration, for a net balance of $7,550.

RESOLUTION NO. 2024-039
(A resolution of the Whatcom County Flood Control Zone District Board of Supervisors)
AMENDMENT NO. 5 OF THE 2024 BUDGET
WHEREAS, the 2024 budget for the Whatcom County Flood Control Zone District and
Subzones was adopted November 21, 2023 by Resolution 2023-047; and,
WHEREAS, changing circumstances require modifications to the approved 2024 budget;
and,
WHEREAS, the District was awarded grant funding through the Washington State
Legislature's 2023-2025 biennial budget to provide technical assistance to water users in WRIA
1 in filing for adjudication claims under RCW 90.03.140, and to act as a fiscal agent for the
WRIA 1 Watershed Management Board, to support a collaborative water supply planning
process in WRIA 1; and,
WHEREAS, unrelated to the grants above, the Samish Watershed Subzone requires
additional labor to maintain the Friday Creek retention structure; and,
WHEREAS, the modifications to the budget have been assembled here for deliberation by
the Board of Supervisors,
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Flood Control Zone
District Board of Supervisors that the 2024 budget, as approved in Resolution 2023-047, is
hereby amended, adding the following amounts to the budgets included therein:
