Council (Special) Minutes - Final April 30, 2024 Call To Order Roll Call Council Chair Barry Buchanan called the meeting to order at 2:10 p.m. in a hybrid meeting. Present: 6 - Barry Buchanan, Todd Donovan, Ben Elenbaas, Kaylee Galloway, Jon Scanlon, and Mark Stremler Absent: 1 - Tyler Byrd Announcements Special Order of Business AB2024-307 Discussion of qualifications and request for motion regarding appointment to replace retiring Clerk of the Council Dana Brown -Davis [discussion of this item may take place in executive session (closed to the public), pursuant to RCW42.30.110 (g); motion(s) will be considered in open session] Buchanan stated he would entertain a motion to go into executive session no later than 4:15 p.m. to discuss qualifications of applicants to the Clerk of the Council position pursuant to RCW 42.30.110 (g). If an extension is required, he or a staff member will come out and make a public announcement. They will also announce whether the Council is or is not going to take further action. Galloway moved to go into executive session no later than 4:15 p.m. to discuss the agenda item pursuant to the RCW citation(s) as announced by the Council Chair. The motion was seconded by Donovan. Buchanan stated they are going to go through the interview process for the candidates that have submitted applications for the position of Clerk of the Council. The motion carried by the following vote: Aye: 6 - Buchanan, Donovan, Elenbaas, Galloway, Scanlon, and Stremler Nay: 0 Absent: i - Byrd Councilmembers entered into executive session at 2:13 p.m. The attorney presented for the discussion was George Roche. At 4:15 p.m. Dana Brown -Davis, Clerk of the Council, announced for the Council Chair that the executive session will be extended until 4:35 p.m. Whatcom County Page 1 Printed on 512212024 Council (Special) Minutes - Final April 30, 2024 At 4:35 p.m. Dana Brown -Davis, Clerk of the Council, announced for the Council Chair that the executive session will be extended until 4:45 p.m. Buchanan returned to the Chambers and stated the executive session adjourned at 4:45 p.m. and that they have no further business. This agenda item was DISCUSSED. Items Added by Revision Other Business Adiournment There were no agenda items added by revision. There was no other business. The meeting adjourned at 4:45 p.m. The County Council approved these minutes on May 21, 2024.
