Council Committee of the Committee Minutes - Final May 7, 2024 Whole -Executive Session Call To Order Roll Call Council Chair Barry Buchanan called the meeting to order at 8:45 a.m. in a hybrid meeting. Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway, Jon Scanlon, and Mark Stremler Announcements Committee Discussion Buchanan stated they would discuss items one and three first and them item two. Attorneys Present: Christopher Quinn and George Roche. Buchanan stated that discussion of agenda item one through three may take place in executive session pursuant to RCW42.30.110 (1)(b) (items one and three) and RCW42.30.110 (1)(g) (item 2). Executive session will conclude no later than 9:35 a.m. If the meeting extends beyond the stated conclusion time, Council Staff will make a public announcement. Donovan moved to go into executive session until no later than 9:35 a.m. to discuss the agenda item(s) pursuant to the RCW citation(s). The motion was seconded by Byrd. The motion carried by the following vote: Aye: 7 - Buchanan, Byrd, Donovan, Elenbaas, Galloway, Scanlon, and Stremler Nay: 0 At 9:37 a.m., Council Staff announced in the regular meeting (before Climate Action and Natural Resources Committee) that the executive session would extend to 9:45 a.m. At 9:51 a.m., Council Staff announced in the regular meeting that the executive session would extend to no later than 10 a.m. and that Climate Action and Natural Resources Committee would start at 10:05 a.m. 1.
