Call To Order
Roll Call
Council Vice Chair Kaylee Galloway called the meeting to order at 9:02
a.m. in a hybrid meeting.
Present: 6 - Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway, Jon Scanlon, and
Mark Stremler
Absent: 1 - Barry Buchanan
Announcements
Committee Discussion
Attorney Present: George Roche and Jesse Corkern.
Galloway stated that discussion of agenda items one and two may take place
in executive session pursuant to RCW42.30.110. (1)(i). Executive session
will conclude no later than 10 a.m. If the meeting extends beyond the stated
conclusion time, Council Staff will make a public announcement.
Byrd moved to go into executive session until no later than 10 a.m. to
discuss the agenda items pursuant to the RCW citation(s) as announced by
the Council Vice Chair. The motion was seconded by Donovan.
The motion carried by the following vote:
Aye: 6 - Byrd, Donovan, Elenbaas, Galloway, Scanlon, and Stremler
Nay: 0
Absent: 1 - Buchanan
1. AB2024-261 Discussion of pending litigation with Civil Deputy Prosecutor, George Roche, re;
Opioid settlements and Whatcom County's participation in the Janssen Washington
State -Wide Opioid Settlement Agreement [Discussion of this item may take place in
executive session (closed to the public) pursuant to RCW42.30.110. (1)(i)]
This agenda item was DISCUSSED.
2. AB2024-279 Discussion of pending litigation with Chief Civil Deputy, Christopher Quinn, Civil
Deputy, George Roche, and Civil Deputy, Jesse Corkern, re; Complaint for
Declaratory Judgment and Injunctive Relief filed under Whatcom County Superior
Court Cause No. 24-2-00720-37. [Discussion of this item may take place in
executive session (closed to the public) pursuant to RCW42.30.110. (1)(i)]
