Council Criminal Justice and Public Committee Minutes - Final May 7, 2024 Safety Committee Call To Order Roll Call Committee Chair Barry Buchanan called the meeting to order at 10:22 a.m. in a hybrid meeting. Present: 3 - Barry Buchanan, Tyler Byrd, and Jon Scanlon Also Present: Todd Donovan, Ben Elenbaas, Kaylee Galloway, and Mark Stremler Announcements Special Presentation 1. AB2024-291_ Sheriff's Office status report on updating Correctional Facility Operational Standards Donnell Tanksley, Sheriff, reported and read from the implementation status and tracking sheet (on file as "2024 Jail Policies Tracking Sheet"). He stated it shows the 200-plus policies they are working on and where those are in the review process. He asked whether, when the policies are complete, the Council wants to reference them in Whatcom County Code 1.28 or whether they prefer that all the policies be listed. He stated they are live documents and they change monthly for various reasons. Buchanan stated his preferences would be to have them be referenced and Donovan concurred as long as they are available live to the public. Tanksley spoke about Sergeant Darrell Smith, who has been working on these policies iluli 111mc. HQ Stated Uric of the queStivlla they had when they discussed this in Fehruary was about funding support to make sure these policies are updated and created. These are just for corrections. There will be just as many policies on the patrol side, and it will require someone else to work on those. He answered questions about the tracking sheet and what training and operationalizing these policies will look like, and he spoke about how employees are trained.
