APPROVING THE DRAYTON HARBOR SHELLFISH RECOVERY AND PROTECTION PLAN 2024
UPDATE
WHEREAS, on July 18, 1995, in compliance with RCW Chapter 90.72, the Whatcom
County Council adopted Ordinance 95-036, establishing the Drayton Harbor Shellfish
Protection District in response to the downgrade of shellfish growing areas in the harbor; and,
WHEREAS, Ordinance 95-036, also created the Drayton Harbor Shellfish Protection
District Advisory Committee who drafted the first Drayton Harbor Shellfish Protection District
Recovery Plan in 1995; and
WHEREAS, on March 24, 1998, the Council adopted Ordinance 98-069, approving an
updated version of the Recovery Plan; and
WHEREAS, on June 27, 2000, the Council adopted Ordinance 2000-28, approving an
updated version of the Recovery Plan; and
WHEREAS, on May 8, 2007, Council approved Resolution 2007-024, approving an
updated version of the Recovery Plan; and
WHEREAS, since 2007 numerous efforts have occurred in the Drayton Harbor Shellfish
Protection District to eliminate or reduce pollutants that are affecting the shellfish beds
through the Whatcom Clean Water Program, Pollution Identification and Correction Program,
important partnerships, and increased community involvement; and,
WHEREAS, work needs to continue to ensure that conditionally approved shellfish
harvest areas maintain and improve that status, and remaining closed areas are reopened;
and,
WHEREAS, the Drayton Harbor Shellfish Protection Advisory Committee has updated

the Drayton Harbor Shellfish Recovery and Protection Plan for 2024 identifying emerging
issues, overarching priorities, new priorities, and other recommendations for work that needs
to be accomplished to meet shellfish recovery goals; and,
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby
approves the Drayton Harbor Shellfish Recovery and Protection Plan 2024 Update as the
framework for identifying and managing shellfish. restoration efforts in the Drayton Harbor
Shellfish Protection District.
