ORDINANCE NO. 2024-027
ORDINANCE AMENDING THE PROJECT BUDGET FOR THE
NEW PUBLIC HEALTH, SAFETY AND JUSTICE FACILITY, REQUEST NO. 6
WHEREAS, Ordinance 2013-003 established the project budget for a new public health,
safety and justice facility construction project, and
WHEREAS, funds were spent on site acquisition and consulting contracts, and
WHEREAS, voters approved the referendum necessary to fund a new jail proposed in
Ordinance 2023-039, and
WHEREAS, efforts are now focused on performing permitting and predesign work with the
help of hired consultants and staff time, and
WHEREAS, community input and collaboration on the new jail project will be cultivated
through the work and facilitation of the Incarceration Prevention and Reduction Task Force
(IPRTF) and the Justice Project Oversight and Planning Committee (JPOP) meetings, and
WHEREAS, adequate funding remains in the New Public Health, Safety and Justice
Facility Project Budget Fund to fund preliminary permitting, predesign, and committee meeting
facilitation work,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that Ordinance
2013-003 is hereby amended by adding $800,000 of expenditure authority, as described in Exhibit
A, to the current amended project budget of $9,016,280, for a total amended project budget of
$9,816,280.
