Ordinance calling for the election of Charter Review Commissioners at the November 2024
General Election
SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Whatcom County Charter Section 8.11 - Charter Review Commission Election and Period of
Office: At least every ten (10) years after the adoption of this Charter, the County Council shall
cause an election of a Charter Review Commission, hereinafter referred to as the Commission.
The Commission shall consist of fifteen (15) persons, an equal number from each Council
district. There shall be no filing fee nor shall there be a primary. The qualified voters of the
respective districts shall vote only for candidates from their district at the general election.
Candidates' names shall appear on all ballots as drawn by lot. The member of the Commission
who receives the greatest number of votes shall convene the Commission. The term of office
shall be one year. The Commission shall meet at such times and in such places as it deems
appropriate upon having given public notice.
Registered voters who wish to represent their district on the 2025 Charter Review Commission
must file a declaration of candidacy with the Whatcom County Auditor's Office during filing
week, May 6 - 10, 2024.

ORDINANCE 2024- 022
CALLING FOR THE ELECTION OF CHARTER REVIEW COMMISSIONERS AT THE
NOVEMBER 2024 GENERAL ELECTION
WHEREAS, Whatcom County Charter (Charter) Section 8.11 calls for the election of
a Charter Review Commission to review the Charter in its entirety at least every ten years;
and
WHEREAS, the Charter was last reviewed by a Charter Review Commission in 2015;
and
WHEREAS, the Charter states that the Commission shall consist of 15 persons, with
an equal number from each Council District; and
WHEREAS, there shall be no filing fee nor shall there be a primary election for persons
seeking the office of Charter Review Commissioner; and
WHEREAS, the term of office shall be one year and the member of the Commission
receiving the greatest number of votes shall convene the Commission at a time and location
to be determined; and
WHEREAS, the formation and operation of the Charter Review Commission shall be
in conformance with the provisions of Article 8 of the Whatcom Home Rule Charter; and
WHEREAS, in order to seek the election of a Charter Review Commission in November
2024 the County Council shall submit a signed copy of this ordinance to the Whatcom County
Auditor.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that an
election of Charter Review Commissioners is hereby ordered for November 2024.
BE IT FURTHER ORDAINED that registered voters who wish to represent their
district on the Charter Review Commission must file a declaration of candidacy with the
Whatcom County Auditor's Office during filing week, May 6 - 10, 2024.
BE IT FURTHER ORDAINED that the Clerk of the Council shall budget for anticipated
operating costs and provide staffing for the 2025 term of the Charter Review Commission.
