Ordinance adopting amendments to Whatcom County Code Section 1.14, Electoral Precincts,
with newly established voting precinct boundaries for Whatcom County
SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Changes are needed to precinct boundary lines in Whatcom County Code Section 1.14 due to
annexations in the cities of Blaine, Everson, Ferndale, and Nooksack. We created precinct 403
and 702, and amended Precinct 108, 113, 114, 115, 122, 128, 129, 150, 151, 303, 306, 402, 501,
and 701. If approved the maps will be added and substituted to the "Book of Election Precinct
Maps," and available through the Whatcom County Council Office and online at the Whatcom
County Auditor's Office, Election Division, website.

ORDINANCE NO. 2024-020
REPLACING WHATCOM COUNTY CODE SECTION 1.14, ELECTORAL PRECINCTS, WITH
NEWLY ESTABLISHED VOTING PRECINCT BOUNDARIES FOR WHATCOM COUNTY
WHEREAS, we have been notified that precinct boundary line adjustments in Whatcom
County Code Section 1.14 are needed due to annexations in the cities of Blaine, Everson, Ferndale,
and Nooksack; and
WHEREAS, precinct 403 is a new precinct in the City of Everson; and
WHEREAS, precinct 702 is a new precinct in the City of Nooksack; and
WHEREAS, the following precincts have external boundary changes: 108, 114, 129, 303, 501,
and 701; and
WHEREAS, the following surrounding individual precinct pages have been replaced to reflect
changes displayed in the outlying areas: 113, 115, 122, 128, 150, 151, 306, and 402; and
WHEREAS, RCW 29A.16.050(1) requires every voting precinct must be wholly within a single
congressional district, a single legislative district and a single district of the county legislative
authority; and
WHEREAS, RCW 29A.16.040(2) limits precinct size to 1,500 registered voters; and
WHEREAS, RCW 29A.16.040 provides the county legislative authority shall divide the county
into precincts and establish boundaries for the precincts; and this statute further provides that no
precinct boundary changes may be made starting fourteen (14) days prior to the first day candidates
may file for the primary election through the period ending with the general election; and
WHEREAS, RCW 29A.16.070 provides the County Auditor shall transfer and notify any
registered voters that may be affected by the change in boundaries.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the change to
the "Book of Election Precinct Maps," creating Precinct 403 and 702, and affecting Precinct 108, 113,
114, 115, 122, 128, 129, 150, 151, 303, 306, 402, 501, 701 shall be adopted and substituted into the
"Book of Election Precinct Maps;" said revised Book of Maps is available through the Whatcom County
Council Wipe uMid> €online through the Election page at the Whatcom County Auditor's Office
