RESOLUTION NO. 2024-012
(A resolution of the Whatcom County Flood Control Zone District Board of Supervisors)
AMENDMENT NO. 2 OF THE 2024 BUDGET
WHEREAS, the 2024 budget for the Whatcom County Flood Control Zone District and
Subzones was adopted November 21, 2023, with Resolution 2023-047; and,
WHEREAS, changing circumstances require modifications to the approved 2024 budget;
and,
WHEREAS, the modifications to the budget have been assembled here for deliberation by
the Board of Supervisors' and
WHEREAS, the District has been awarded additional grant funds of $564,477 to expedite the
WRIA fish passage barrier remediation; and
WHEREAS, the District has identified the need to coordinate with other WRIA partners, such
as the Lummi and Nooksack tribes, and Washington Department of Fish & Wildlife, in the Puget
Sound region in order to complete the pre -design of five fish passage barriers by December
2025,
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Flood Control Zone
District Board of Supervisors that the 2024 budget, as approved in Resolution 2023-047, is
hereby amended, adding the following amounts to the budgets presented below and further
described in Exhibit A of this resolution:

1a. Description of request:
Whatcom County has been awarded a grant to expedite WRIA 1 fish passage barrier remediation. This
work includes coordinating prioritization with other WRIA 1 partners, coordinating fish passage and habitat
assessment training, completing pre -design for 5 priority fish passage barriers, and sharing project
information with community members and other professionals in the Puget Sound region. This budget
amendment will provide authority to implement this grant agreement.
1b. Primary customers:
PW-Roads division, tribes, WDFW, WRIA 1 Watershed Management Board
2. Problem to be solved:
The WRIA1 Salmonid Recovery Plan guides recovery of ESA listed Chinook salmon, steelhead, bull trout
and other salmonids in the Nooksack River and adjacent coastal streams. One component of the plan is
correcting fish passage barriers that block access to tributary, floodplain and estuarine habitats. Whatcom
County has entered into a Memorandum of Agreement with the Lummi and Nooksack Tribes and WDFW
stipulating how the county will correct these barriers. In response, Whatcom County is in the process of
creating a fish passage barrier removal group to expedite this work. The County has been awarded a
grant to facilitate this work.

This grant agreement provides funding to implement fish passage barrier removal with no match required.

4a. Outcomes:
Whatcom County will coordinate prioritization with other WRIA 1 partners, coordinate fish passage and

30, 2025.
4b. Measures:
The work described above will be completed and grant deliverables will be provided to the granting
agency.
