Call To Order
Roll Call
Council Chair Barry Buchanan called the meeting to order at 9:31 a.m. in a
hybrid meeting.
Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway,
Jon Scanlon, and Mark Stremler
Announcements
Committee Discussion
Attorney Present: Royce Buckingham.
Buchanan stated that discussion of agenda item one may take place in
executive session pursuant to RCW42.30.110. (1) (i). Executive session
will conclude no later than 9:45 a.m. If the meeting extends beyond the
stated conclusion time, Council Staff will make a public announcement.
Donovan moved to go into executive session until no later than 9:45 a.m. to
discuss the agenda item(s) pursuant to the RCW citation(s) as announced by
the Council Chair. The motion was seconded by Byrd.
Councilmembers discussed whether they could also discuss another item in
Executive Session.
The motion carried by the following vote:
Aye: 7 - Buchanan, Byrd, Donovan, Elenbaas, Galloway, Scanlon, and
Stremler
Nay: 0
Councilmembers and Buckingham discussed how to proceed with
discussing another topic that is not currently on this agenda and
Buckingham stated they would have had to announce in a public meeting that
they were going to go into executive session to discuss it. Councilmembers
concurred that they could adjourn out of the Committee of the Whole
meeting later today and move to go into executive session at that time.
1. A132024,1 31 Discussion of pending litigation with Civil Deputy Prosecutor, Royce Buckingham on
the Opioid settlements and Whatcom County's vote on Debtor, Endo International,
PLC's, bankruptcy reorganization plan. [Discussion of this item may take place in
executive session (closed to the public) pursuant to RCW42.30.110. (1) (i)]
